Hours: 4 days/ week (with option to continue in present role at current salary for 1 day/week) Salary: £29,808 (£23,846.40 pro rata for 4 days/week until March 2026) Contract Type: Fixed term contract March 2026 Location: Hybrid – Basildon based Essex Pedal Power (EPP) is a flagship programme led by Essex County Council and Active Essex to support more people in deprived areas to cycle by removing the main barriers to cycling. This post is part funded by the Sport England Local Delivery Pilot (LDP) for Essex. You will be responsible for coordinating the development and delivery of Essex Pedal Power projects in across Essex, with a focus on Tendring. As the EPP Team Lead Basildon, you will play a vital role to ensure that the organisation’s contractual obligations and goals are achieved by collaborating with communities and partner organisations in the delivery of interventions to promote active citizenship. You will co-produce with local communities, weaving in physical activity interventions in order to achieve sustainable outcomes by bringing people together to be better connected and networked. The role will lead our Essex Pedal Power team in Basildon. You will need to work collaboratively and influence effectively across department boundaries, and multiple agendas, to maintain an overview of engagement and impact whilst seeking to maximise opportunities for partnership development, learning, training and development. We are looking for an individual with experience of positively leading teams to deliver successful outcomes. You will report directly to the EPP Place Sustainability Lead. Manage the operational delivery and development of the Essex Pedal Power programme in Basildon with a focus on collaborating with communities and partner organisations in the design and delivery to promote active citizenship and physical activity. 2. Manage and monitor the budget with finance representatives from TAWS and Active Essex and support the relationship management with existing funders and the identification of potential funders. 3. Develop and maintain a strong delivery team made up of bike mechanic/cycle lead and community connector and a team of volunteers, ensuring the team have access to development opportunities and support on a one to one and team basis. 4. Devise, understand and use asset-based community development approaches to community development and work with your team/communities to understand priorities and co-design initiatives. Ensure that delivery mitigates or removes the barriers to participation. 5. To evaluate impact and outcomes of projects to provide organisational learning and feedback for funders and stakeholders. 6. Represent Essex Pedal Power across a variety of forums and stakeholder meetings. 7. Administer a CRM admin system to manage participants 8. Co-produce the project with the local communities and locally trusted organisations and ensure continuous engagement and communication to ensure that eligible citizens receive a good quality experience. 9. Work closely with Active Essex and TAWS communications team to undertake effective communication with applicants, stakeholders, and partners. Ensure all communications and marketing aligns with the Essex Pedal Power branding guidelines. 10. To support the development of informal and formal cycling groups and clubs. Organise ongoing events to bring the recipients of bikes together and build a community cycling culture and togetherness. 11. Working closely and engage with; volunteers, citizens, partners and staff in joint design and collaborative planning. Ensure that the design and delivery of the project and future initiatives are in line with aspirations of the priority communities. Ensure all volunteers are safeguarded and supported through the use of the TAWS volunteer management system. 12. Co-ordinate frequent cycle training sessions and bike maintenance sessions for bike recipients. 13. Develop a pool of qualified Ride Leaders to deliver local training and led rides. 14. Using innovation to encourage the uptake and increase of cycling. Ensure that the outcomes of the project support collaborative outcomes with citizens and other partners. 15. Play a key role in the monitoring and evaluation plan, through collecting, analysing and sharing data (quantitative and qualitative) working with the Active Essex Evaluation Researcher for Essex Pedal Power and with TAWS Data & Insight team. 16. Ensure that all health and safety requirements are understood by staff and complied with on a consistent basis; lead and maintain the development of a risk management culture within the team to ensure that innovation and delivery is balanced with citizen safety. 17. Produce oral and written reports on engagement level, activity delivery and the development of new programmes / projects. 18. Support with recruitment of sessional staff, external instructors and volunteers to resource projects and to develop community capacity and sustainable outcomes. 19. Adaptability, Collaboration and Leadership skills, with the confidence and skill to influence and persuade others across multiple disciplines and arenas. 3. Experience encouraging diverse communities to come together - building trust and participation. 4. Previous community engagement and development experience 5. A genuine passion for the wellbeing of others and a drive to improve the lives of individuals and communities 6. Experience of working with a range of stakeholders with the ability to influence and persuade others 7. Experience of working proactively, working on own initiative and as part of a team in a dynamic, fast paced and challenging environment. 8. Ability to prioritise work under pressure and adapt to new models of working 9. Ability to work autonomously and collaboratively 10. Ability to apply data and insight to community planning, delivery, and development 11. Excellent organisational skills and the ability to manage your time effectively 12. Excellent written and verbal communication, and relationship management skills with a track record of establishing and developing strong partnerships with external organisations including statutory, charity and voluntary. 13. In depth local area knowledge and connections 14. Competent IT skills (including Microsoft Word, Excel, Outlook) 15. Able to motivate and engage participants, partners and volunteers. 16. Excellent customer services skills 17. Experience in events creation and coordination 18. Excellent team working ability 19. Experience in tracking spend to a budget Notes for internal candidates – a summary of tasks/requirements · Line management of Team Members in your project area (Basildon) o Bicycle mechanic/cycle lead and community connector o Regular 121s (6-weekly) o Play an active role in recruitment process if required, with support of your manager · Operational delivery o Plan, organise and deliver a range of successful community cycling events, with the support of your team members o Lead regular Basildon team meetings to ensure successful operations o Getting “stuck in” with all aspects of operations, from loading the van, setting up equipment at events, leading bicycle rides etc. · Community development & partner engagement o Meet with new and existing locally trusted organisations to explore collaborative opportunities related to cycling activities o Work with the community connector to ensure volunteers are supported to achieve personal goals, and to develop volunteer pathways o Attend ad hoc networking events and community events in Basildon to ensure EPP is a known and trusted organisation o Work with community connector to ensure social media is used to promote events and encourage behaviour change · Attend/ facilitate various partner meetings related to EPP Governance: o Attend monthly Essex Pedal Power Operational Group meetings o Attend monthly EPP Communications meetings o Attend monthly EPP Recycled Bikes meetings o Attend 3x annual Partners and Stakeholders Group in-person workshops · Attend various internal TAWS meetings (all with support of your manager): o Budget management with Ramesh (monthly) o Premises management with Paul & Darren (monthly or when needed) o Project management with Dean (monthly) o Comms & marketing with Hollie (monthly) · Business development o Ad hoc meetings with the funding team and your manager to support with grant applications, with particular involvement in early stages of grant development o This may be formalised into regular meetings according to the funding action plan · Other o Monthly P-card reconciliation on autoentry o Raising purchase orders for supplier purchases We offer our team members a comprehensive staff benefits offering to include: Annual Leave – 38 days! 25 days AL (increasing to 29 days with service) plus 5 wellbeing days and 8 bank holidays.
