Midlothian Council is seeking to appoint Construction Liaison Officers (Clerk of Works) for our major capital projects. This role will support the drive to meet the infrastructure needs of communities in Midlothian, Scotland’s fastest growing local authority area, and ensure the highest quality capital projects are delivered for Midlothian Council by liaising with contractors and design teams throughout the lifetime of capital projects as part of our multi-disciplinary Development Team. The post-holder will represent Midlothian Council on all major projects to ensure the quality and compliance of all our capital projects in relation to design specification, control of material and workmanship standard and quality control in all aspects of construction. The Construction Liaison Officer (Clerk of Works) will be part of our in-house Development Team, which oversees the delivery of the Council’s ambitious capital programme, providing quality control and assurance for complex multi-million pound projects. The post-holder will provide a critical link between developers and contractors on site, the Development Team, services such as Housing and Education, Midlothian Council’s Building Standards team and other internal and external stakeholders engaged in ensuring quality on site. KNOWLEDGE For the role, it is essential that the post holder has: Diploma or Degree level or equivalent qualification within any of the disciplines relevant to the role (construction, engineering, design, project management), with clear evidence of commitment to continuing professional development. Clerk of Works ICWIC accredited / accreditation Substantial experience in development, ideally both housing and learning estate. Detailed knowledge and experience in fire control measures, Building Regulations and British Standards requirement and compliance. Ability to read construction drawings, have report writing skills and be highly IT literate. Other designations such CIOB, CABE, RICS, IFE will also be considered A formal qualification in construction, engineering or project management would be advantageous Specialist training in Passivhaus standard is desirable. Position Title: Construction Liaison Officer (Clerk of Works) x 4 posts Location: Fairfield House Contract Status: Permanent Hours of Work: 36 hours per week Working Pattern: Monday to Friday 7 hours 12 minutes per day Weeks per year: 52 Please note that it is Midlothian Councils policy that successful applicants will be appointed to the first point on the salary scale. Based on 36 hours over 52 weeks per year, the minimum actual salary for this position is £48,370.86 per annum. Responsibilities

Compliance with the mandatory Cabinet Office PSN (Public Sector Network) Code of Connection requires the Council to meet a baseline personal security standard. This requires completion of a basic/standard/enhanced disclosure check for all employees who can access official information. The fee will be met by you. Please note that Disclosure Scotland has changed the way disclosure certificates are issued. You will be notified by email from Disclosure Scotland that your certificate is available to view. Once you have viewed your certificate you will be allowed to share this with your employer and it is only available for 14 days from the first day you have viewed the certificate.
