This senior leadership role encompasses strategic oversight, commercial management, stakeholder engagement, and continuous improvement across all phases of project development. Key Responsibilities Strategic Project Leadership Lead all aspects of the Development Manager role for assigned projects. Provide strategic input and oversight to external Project Managers. Act as escalation point for commercial issues during project development. Ensure consistency in commercial practices across projects. Commercial Management Standardize reporting and management of prelims, risk, and overheads. Collaborate with the Territory Programme Director to benchmark fee rates. Manage construction partner financial monitoring and board reporting. Oversee recharges and inflation/market volatility seminars. Maintain and utilize the hub-wide commercial database. Advise on market trends and update the hub SW risk register. Business Development & Stakeholder Engagement Identify and engage local suppliers for upcoming projects. Build and maintain strong relationships with participants and stakeholders. Coordinate partner and supply chain activities to meet policy objectives. Prepare regular progress reports for the hub SW Board. Quality & Continuous Improvement Promote design quality and best practice across all proposals. Ensure lessons learned are captured and integrated into future projects. Lead KPI collation and reporting related to project development. New Project Development Identify and assess new project opportunities. Manage selection and appraisal of project teams and contractors. Oversee project lifecycle from inception to financial close. Ensure statutory approvals and third-party consents are obtained. Maintain master programme and ensure timely project delivery. Negotiate legal agreements including DBDA and associated documents. Champion value for money and core values of hub SW. Person Specification Degree-qualified in Construction Management, Project Management, or Quantity Surveying. Proven experience in leading complex infrastructure projects. Strong commercial acumen and stakeholder management skills. Excellent communication, negotiation, and leadership capabilities.
