Job Description - Buildings and Facilities Manager
Post: Buildings and Facilities Manager
Accountable to: Head of Finance and Operations
Grade / Range: NJC Scale PO2, Points 31 - 33 (Inner London)
Salary: £45,852 - £47,925 per annum
Working pattern: Full-time - 35 hours per week All-year-round
Contract: Permanent
Annual leave entitlement: 29 days
Location: City of London Academy Islington
Responsible for: Facilities and sub-contractors on site
Key Responsibilities
* Manage the site premises to ensure compliance with all Health and Safety legislation, including the Health & Safety at Work Act, undertake risk assessments, and maintain fire and other safety equipment, hazards and defects
* Manage and oversee the quality and performance of all external facilities management contracts including cleaning, site maintenance, grounds maintenance, security, mechanical and electrical, service engineers and all sub-contracts
* Plan and execute building works and refurbishments, update asset management and forward maintenance plans, and liaise with the Head of Operations and Finance and the Principal to ensure the COLAI site is fit for purpose and operates efficiently
Site Management
* Support the facilities team to provide an effective and efficient service
* Lead daily staff management and rota for the whole site and manage reception during outside office hours, ensuring safeguarding and security of students
* Manage school buildings and grounds to ensure the safety of staff, students and visitors
* Ensure security of premises and equipment, with recommendations for improvements where required
* Establish and maintain a proactive Health and Safety provision in conjunction with the Head of Operations and Finance
* Support development of policies, systems and procedures for First Aid and premises management; maintain records in accordance with HSE and education best practice
* Prepare and maintain all maintenance records
* Control selection, supervision and quality of work, ensuring a safe system of work for all staff and external contractors
* Manage staff requests for repairs and minor improvements through in-house work programmes
* Manage Permit to Work schemes for all contractors on site
* Maintain the school’s asset register in conjunction with the Head of Operations and Finance
* Identify and project manage building and refurbishment works
* Develop and oversee facilities budgets; maintain and develop spend plans and forecasts for all facilities function
Managing Service Providers and Contractors
* Supervise and manage contractors on school buildings and grounds, ensuring labour levels and quality standards; oversee specialist sub-contractors as needed
* Ensure safe working practices and appropriate quality standards; oversee Risk Assessments and Method Statements
* Manage reporting and monitoring against KPIs; conduct regular reviews with contractors to resolve problems and anticipate changes
* Manage safety and security of the sites throughout the term and during closure periods
* Proactively manage premises and key building management systems including access, CCTV, BMS, fire safety systems, plant and equipment, and electrical systems
* Oversee and monitor energy consumption and usage
* Ensure building systems and assets are maintained to preserve warranties, reduce running costs and maximise asset life
* Lead and manage all contractors, ensuring adherence to relevant protocols
Health and Safety
* Manage safety and security of the site through the external FM Contractor
* Provide health and safety and facilities induction for staff and visitors
* Ensure staff, students and visitors are aware of reporting procedures and action requirements
* Provide health and safety training and updates to staff as required
* Ensure school Health and Safety policies are implemented and complied with; manage legislation for staff, contractors and suppliers
* Provide training for staff on Risk Assessments and review school Risk Assessments
* Manage schedule of health and safety audits including Risk Assessments
* Recruit First Aiders internally and arrange training and equipment as needed
Fire Safety
* Act as Fire Warden lead for the school in conjunction with the Head of Operations and Finance
* Recruit and train Fire Wardens and arrange training
* Liaise with external FM to ensure Fire Safety assessments and compliance
* Manage and implement Fire evacuation procedures, including termly drills and updates to reflect changes and legislation
* Liaise with Police and Fire Brigade on security, fire and safety matters
Other Duties
* Undertake such other duties as reasonable and commensurate with the post

* Promote safety and wellbeing of students; uphold Child Protection and Safeguarding policies
* Be responsible for your own health and safety and that of students and colleagues
