An opportunity has arisen for a Bids and Contract Manager to join Horizon Care and Education on a full time basis. The role involves working within a growing organisation which provides children’s homes, specialist education and supported accommodation across England, with the aim of supporting young people to flourish and thrive regardless of the challenges they have faced. You must be able to maintain a sustainable growth focus for the organisation with a view to sin new business through tenders and frame work agreements.You will be responsible for co-ordinating the organisations annual fee uplift process, providing contractual support to operational colleagues; working with operations to ensure contract monitoring requirements are met. The role will be primarily home based but will involve travel to meet senior management and key stakeholders. Main duties of the role include: Market scoping of all opportunities advertised and released for tender across our core market space and ensure registration and monitoring of associated portal sites is maintained and monitored effectively Develop and implement robust tender processes, including allocation of roles and responsibilities across the wider team, to produce high quality and timely submissions Develop and maintain full contracts and portal database, including electronic contract database Monitor all portals for current and future opportunities, supporting the understanding of market dynamics and purchasing preferences through the analysis of published tenders Manage the process of tendering for business from expression of interest to final submission and presentation where required Support the business development partners and operational colleagues with responses to enquiries for support and creation copy for use in tenders and marketing material Support the timely completion of contract monitoring submissions, as required by commissioning authorities.
