We currently have an opportunity for a highly motivated individual to join our Development Management team. This role offers a chance to make a significant and meaningful impact.

The Role:

The main focus for the role will be the processing of planning applications for County Council developments (residential, highway schemes, schools and other development on council owned land) and smaller County Matter development (minerals and waste). You will also have some technical responsibilities in processing planning applications including supporting validation and registration and leading on the consultation, evaluation, negotiation, recommendation and issuing planning decisions to meet statutory requirements and in accordance with professional best practice. The role may also include some support to other case officers in the team.

Reporting to the Development Planning Team Leader / Principal Development Management Officer, you will be able to work under your own initiative and manage your time and workload and supervise the workload of others. The role will include providing assistance to other officers at the Planning Regulatory Committee as required. Additionally, there may be opportunities for you to assist with the minerals and waste policy work relating to the Hampshire Minerals and Waste Plan and other environmental planning work.

The successful candidate will have a genuine interest in planning and the environment.

The role requires flexibility in supporting the Development Management (Planning) service as a whole. You may also have the opportunity to be involved in delivering our traded services contracts for other authorities.

An apprenticeship is an option as part of this role.

What you’ll do:

In this role, you will manage a range of planning applications for Hampshire County Council, including minor development proposals, minerals and waste applications, and more complex or EIA‑related casework. You will lead on consultations, evaluations, negotiations, and recommendations, ensuring all decisions meet statutory requirements and best‑practice standards. You’ll prepare reports for Delegated and Regulatory Committee decisions, attend committee meetings to provide professional support, and contribute to planning appeal processes, including acting as a planning witness at Public Inquiries when required.

The role also involves supporting minerals and waste policy development, assisting liaison panels, handling condition discharge submissions, and processing non‑material amendments. You will maintain accurate monitoring records, update planning webpages, and build strong working relationships with internal and external partners, communicating clearly and confidently on complex planning matters to inspire trust and support informed decision making.

What we’re looking for:

You will be able to demonstrate a knowledge or interest in planning, supported by excellent communication and interpersonal skills. Effective working in a political environment with the ability to identify the priorities for the service is essential, as is the ability to manage teams and projects effectively. You will also have excellent IT skills. You will need be confident in dealing with people to ensure that a good quality customer service is provided to all customers.
