JOB TITLE: Technical Officer (Fleet & Plant) DIRECTORATE: Environment DEPARTMENT: Assets and Property Services REPORTS TO: Transport Manager LOCATION: Initially based at North Road Depot, however, may be required to work at any location throughout the Borough SALARY SCALE: PO1, SCP 29 - 32 £38,626 to £41,511 pa CAR USER STATUS:Use of Council Vehicle PURPOSE AND FUNCTION OF THE POST To provide technical compliance support to the Transport Manager in the design, planning, programming and supervision of maintenance of plant / fleet and associated equipment, which includes planned and response maintenance services and safety inspections. This includes full specification responsibility along with the preparation of appropriate contract documentation. Also, to provide expert advice and support on other fleet transport and plant related matters. Items of plant include but not limited to, tractors and their attachments, mini diggers, dumpers, trailers, garage lifts. PRINCIPAL DUTIES AND RESPONSIBILITIES Ensuring the Councils transport undertaking continues to be compliant with all aspects of the Goods Vehicle Licensing of Operators Act (NI) 2010, and other legislation relating to driver and fleet operations. Ensuring the Councils continuous compliance with, and retention of its Operators Licence, fulfilling the role of Assistant Transport Manager as outlined in relevant legislation. To complete condition surveys of Council fleet and plant and to use this as the basis for planned replacements. To produce an accurate programme of works for the fleet and plant, including all planned maintenance/inspections in line with manufacturers recommendations and ensure minimum disruption to Council services and the delivery of these to agreed targets and deadlines. To be line manager for staff within the service unit, as directed by the Transport manager. To develop specifications for new and replacement fleet and plant, ensuring compliance with all stakeholder requirements, relevant legislation and good practice. To develop accurate maintenance and replacement costings for fleet and plant so that adequate budgets can be agreed in advance. Allocating work in accordance with agreed schedules/ priorities or emergency requirements. To continually seek out opportunities for energy efficiency and sustainability within our fleet and plant assets. This includes playing a key role in the implementation of our green fleet. Supervising work being carried out, by mechanics/contractors and being responsible for quality control by ensuring that such work is completed to required standards and in a timely manner. Ensuring all duties are performed in a safe and proper manner and complying with the Councils Health and Safety policies in accordance with the Health and Safety at Work (NI) Order 1978, subsequent and other legislation, and Risk Assessments to ensure safe and proper working environment for self, Council employees and contractors. Carrying out and regularly review practical Risk Assessments and toolbox talks, eliminating risks where appropriate. To assist in the preparation of annual estimates in respect of fleet and plant matters. The preparation of contract documentation in accordance with Council procurement policy for capital and revenue works (relevant to fleet and plant). Completion of remeasurement and quality control checks upon job completion and the subsequent approval of payments to contractors and suppliers The use of appropriate IT software to produce reports. To ensure that adequate records are kept of all planned Works and completed Works. To supervise and motivate employees including time recording and responsibility for the completion of weekly timesheets and works orders for payment, absence records and return to work interviews and to comply with and promote equality, health and safety and employee development in compliance with Council Human Resources Policies and legal requirements Undertaking the provision of induction training to all new employees, delivering and arranging refresher and additional training for current employees. Ensuring that all vehicle/plant checks/inspection records are carried out by employees and responsible for spot checks of same. To deputise for the Transport Manager and provision of cover for colleagues within the service unit. Involvement in financial monitoring and cost control, processing of orders/ invoices for labour and materials. Responsible for the day to day Security and Safety of all Transport Sections workshops, stores and compounds. Responsible for and driving of Council van to travel between depots as required. Expected to maintain the vehicle in a state of readiness, for call outs, outside normal working hours. Day to day responsibility for the safe operation of all plant and equipment within the vehicle workshops. To undertake any other appropriate duties as may be allocated from time to time in accordance with the general nature of the post. Personnel Specification Category: Qualifications Essential: Must possess Transport Manager Certificate of Professional Competence in Road Haulage Desirable: Additional relevant professional qualifications Category: Experience Essential: Minimum 2 years relevant experience in each of the following areas: Supervisory experience of a team of mechanics Programming planned maintenance for fleet / plant Planning and supervision of fleet / plant maintenance contracts Use of computer-based maintenance software to program, monitor, record and produce reports Category: Key Skills & Abilities Essential: Ability to manage a team effectively Good communication skills Ability to prioritise and manage conflicting work demands Monitoring and cost control Competent in the use of Microsoft applications Category: Other Requirements Essential: A valid Category B driving licence May be required to work overtime, if available (including public or bank holidays) May be required to attend emergency calls, if available, 24 hours daily Must be prepared to attend relevant training courses (including practical/exam/tests) as deemed necessary and accept all highlighted responsibilities A driving assessment by Council will form part of the selection process Appointment will be subject to completion of a medical questionnaire/screening, including a pre-employment Drugs and Alcohol Screening
