Manpower UK are supporting our reputable client in their search for a permanent Public Rights of Way Officer to join the Consulting Highways team.
This is a hybrid role and with our office based in Manchester we welcome applications from across the area.
Our client and Council are working in partnership to deliver environmental and infrastructure services for Trafford. The One Trafford Partnership maintains and improves nearly 800 km of roads, 17,000 km of footways, 150 structures, 30,000 street columns and illuminated signs and 37 parks, in addition to collecting waste from 97,000 households. Innovative, new technology will be introduced across the services to deliver a more efficient approach for the Council and the residents.
The Highways Consulting account provides the local highway authority function on behalf of the Council. It comprises approximately 40 engineers, technicians and support staff and is organised into four teams dealing with Traffic, Development Control & Drainage, Highway Maintenance and Highway Structures.
The role
This is an excellent opportunity for an experienced and motivated Public Rights of Way Officer to assist the Principal Engineer with leading on the Public Rights of Way within the Development Management team to ensure that the Council, as the Highway Authority meets its statutory obligations legally and technically to ensure the availability of the network and access land for public use.
Responsibilities include:
* Review and maintain the Definitive Map and Statement for the Borough.
* Review/write reports associated with Definitive Map Modification Orders including notices and where necessary attend Public Inquiries.
* Ensure the Public Rights of Way network is open and accessible in accordance with policies and procedures.
* Undertake inspections in response to issues, and audits of the Rights of Way network to identify actions required to ensure it meets legal requirements.
* Respond to general enquiries providing technical and professional advice and where necessary Investigate, negotiate and resolve issues on the Public Rights of Way network.
* Advise and engage with elected members/officers, members of the public, landowners, developers and others on Rights of way issues.
* Review and comment on Planning Applications which have implications on Public Rights of Way.
* Act as expert witness representing the Council at Public Inquires, court hearings and other formal hearings relating to Public Rights of Way and Public access matters.
* Develop and deliver of a programme of works for the Client, managing all stages.
* Undertake technical work checks and approvals of drawings, Health and Safety packages and communications programmes.
* Resolve technical problems and issues to support the delivery of projects or design objectives.
* Resolve enquiries from Councillors, the public and stakeholders to support the delivery of the contract, projects or design objectives.
* Build and maintain excellent relationships with internal and external business partners, customers and clients.
* Manage, monitor and report financial and resources stage assessments for Senior Management and Clients.
* Prepare and develop bid opportunities with partners and stakeholders.
* Reporting back to DfT /TfGM and other Stakeholders, supporting programme development and bids.
* Assist less experienced colleagues in ensuring compliance with pre-defined standards.
* Assist with continuous improvement in the services provided by the team.
* Take ownership of personal development in order to build professional capability.
What you will bring to us:
* HNC/degree qualification related to Countryside and Environmental Management or similar. Ideally Full Membership of the Institute of Public Rights of Way (IPROW) or similar.
* Client focused approach to service delivery
* Understanding the legislation relating to Public Rights of Way law and practice, as part of the highway network
* Extensive knowledge and understanding of all relevant legislation, regulations and guidance in respect of the highway asset management and highway regulation
* Knowledge of countryside and conservation practices and agriculture management
* Ability to develop strategies in relation to PROW management
* Ideally experience in policy and report writing
* Ideally experience of developing Capital programmes for Rights of Way
* Ideally experience of budget monitoring and project management
* Understanding of CDM Regulations
* Ideally experience in developing safe systems of work and risk assessments
* Good IT skills ideally including GIS experience
* Ability to interpret maps and legal information
* Ability to build excellent customer and client relationships
