Job Description

We have an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will revolutionize how the Environment Agency regulates.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme. Your role will support risk mitigation, issue resolution, and removing barriers to ensure alignment with the business case and value for money.
We seek someone with a proven track record in managing complex financial information, collaborating with stakeholders to drive value for money, and influencing ongoing investment.
Key Tasks include:
1. Understanding the financial and economic bases of the Programme’s business case and spending review submissions.
2. Ensuring programme deliverables align with strategic objectives, owning the change control process.
3. Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams to maintain affordability and value.
4. Managing queries from senior stakeholders and delivering regular reports, including financial tracking across EA, Defra, and external suppliers.
5. Assisting in investment and funding activities alongside the Programme Manager and Director.
6. Ensuring adherence to governance and assurance standards.
7. Supporting business management through whole life cost allocations.
The Team
The Digital, Innovation and Programmes team oversees the Digital Strategy and its execution across E&B, setting the strategic direction for digital services that transform regulation processes.
You will work within a multidisciplinary team, collaborating with Defra shared services and third-party suppliers to develop user-centered online services and digital platforms that are efficient, simple, and fast.
Experience and Skills Required:
* Experience working in a fast-paced, dynamic programme environment.
* Proficiency with Microsoft products (Excel, SharePoint, PowerBI).
* Experience managing complex financial information.
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL.
* Experience with purchase order processes.
* Knowledge of business case development, EA and Defra approval routes, and change control procedures.
* Experience in digital programmes (beneficial but not essential).
* Awareness of governance around spend control and assurance processes.
* Proven ability to lead, engage stakeholders, and drive innovation and best practices.
Additional Information
