Senior Manager – Transformation & Value

Manage the delivery of the Better Together Portfolio with partners and staff to ensure programmes and supporting groups deliver agreed outcomes and benefits required to improve quality of services in line with corporate strategy and the Integrated Medium‑Term Plan.

Work at corporate level across the organisation with considerable freedom to act, playing a key role in shaping long‑term strategy and plans, supporting delivery of organisational priorities through major transformation programmes and embedding value and sustainability where there are significant opportunities to improve outcomes, experience and cost.

Lead the embedding of a value‑based approach within the organisation and a shared approach with the Regional Partnership Board. Provide professional leadership on the use of Transformation and Value methodologies, including programme management, value‑based healthcare, service improvement and change management.

Support colleagues, ensuring they have the skills to grow and embed Transformation and Value capabilities and provide line management for Transformation Programme Managers and other staff as agreed.


Responsibilities

* Provide development and support to other key staff involved in transformation across the organisation, including Project Managers and Change Managers.
* Lead the delivery of the Better Together Portfolio and associated programmes.
* Drive a value‑based approach and embed it across the organisation.
* Manage line staff and oversee transformational projects and programmes.


Person Specification


Essential – Qualifications and Knowledge

* Educated to master’s level or equivalent knowledge and experience.
* PRINCE II, Managing Successful Programmes (MSP), Agile Practitioner or another recognised programme management methodology qualification.
* Evidence of professional development in relation to Value and/or Transformation.
* Extensive specialist knowledge of value‑based healthcare approaches.
* Skilled in using electronic tools to support Transformation and Programme Management (Microsoft PowerPoint, Excel, Word).
* Extensive knowledge of the strategic and policy context for Transformation and Value.


Essential – Experience

* Senior Manager experience in designing and delivering Transformation programmes to achieve major corporate objectives.
* Senior Manager experience in initiating and embedding value‑based approaches.
* Track‑record of achievement within a complex organisation, preferably an NHS environment, managing programmes within quality, time and financial parameters.
* Experience of partnership working and stakeholder management.
* Experience managing portfolios or a Programme Management Office function.
* Knowledge and experience in whole‑system service redesign, service improvement and complex programme management.
* Risk management experience.
* Evidence of building and sustaining positive relationships with staff and stakeholders.
* Consistent track record of high standards and delivering objectives and priorities.


Essential – Skills and Attributes

* Work effectively with clinicians, managers, other staff, partner agencies and the public.
* Excellent communication skills and ability to influence change.
* Excellent presentation and report writing skills, including board‑level reports.
* Write effective and compliant technical documentation (project initiation documents, business cases, strategic plans, programme plans, dashboards, risk register and highlight reports).
* Clear leadership, influencing, negotiating, listening, consensus development and team building skills.
* Highly developed analytical and problem‑solving skills.
* Ability to perform and deliver under pressure, act independently and on own initiative.
* Deal with confidential issues in a professional and sensitive manner.


Desirable

* Some ability to speak, read and/or write Welsh, or an eagerness to learn.
* Tenacity and drive to achieve required objectives to improve outcomes for the population of Powys and people using services.
* Ability to undertake regular travel within the organisation and beyond.
