Job Description
A long-term strategic role for an SC-Cleared senior Procurement Manager within the Public Sector, you will be developing and implementing strategic procurement plans aligned with the Client goals and objectives, under multiple NEC4 Framework Agreements.
* Responsibilities:
* Lead Procurement delivery using the regulated procedures including the Competitive Dialogue Procurement Procedure
* Lead Procurement delivery in accordance with the Defence and Security Public Contracts Regulations 2011
* Prepare and assess Tenders including associated reports
* Develop and implement strategic procurement plans aligned with Client goals and objectives.
* Lead procurement strategy development, including category management, supplier selection, and contract negotiation.
* Provide leadership and guidance to the procurement team, fostering a culture of excellence, collaboration, and innovation.
* Lead strategic sourcing initiatives to identify and evaluate potential vendors, assess their capabilities, and negotiate favourable terms and pricing in accordance with the frameworks.
* Develop and implement vendor management strategies to optimise supplier relationships and drive value for the Client.
Qualifications
Qualification, Special Skills or Experience:
* 5 to 10 years’ experience in the management and delivery of major construction project procurements in the Defence Sector
* Experienced in delivering Procurements in accordance with the Defence and Security Public Contracts Regulations 2011.
* Experienced in the delivery of Procurements using the regulated procedures including the Competitive Dialogue Procurement Procedure
* Experienced in the preparation and production of Tender Reports
* Supply Chain/Quantity Surveying Academic /professional Qualifications (CSCP, CPSM, CIPS preferred)
* Good knowledge of Procurement /Contract law and in the application of the NEC3/4 conditions of contract
Additional Information
Due to the nature of this role the successful candidate will require Security clearance. To gain this, you will be required to be a sole UK national

Hybrid working with an expectation of 2-3 days on Client site in Glasgow
