Brief Description
To lead on the delivery for safety, health and environmental assurance (SHE) for the North & East Route. Develop and direct the implementation of appropriate policies and strategies on SHE across the route that deliver continuous improvement and enable efficient and effective delivery.
About the role (External)
Key Accountabilities
1. Deliver SHE leadership for all teams; supporting the provision of timely performance objectives across the region / route.
2. Manage and comply with company procedures to provide appropriate resources, communication strategies, competencies and processes to evaluate fitness of staff to safely deliver accountabilities.
3. Lead work on SHE risks, supporting the implementation of robust controls to reduce risks to levels that are 'As Low as Reasonably Practicable', in compliance with corporate processes and systems.
4. Lead the implementation of improvement initiatives across the region / route, including processes and systems; lead the review of changes to management systems to achieve best in class SHE performance.
5. Lead on the development of risk-based regional SHE assurance programmes, including the delivery of an audit and self-assessment programme and the management of arising issues.
6. Lead the development of arrangements for consistent application of SHE policies and strategies across the region / route in compliance with legal and statutory regulations.
7. Lead the SHE team and develop the team business plan; inspire the SHE team to maintain full engagement in meeting business objectives.
8. Lead on the improvement of the safety culture throughout the region and work with suppliers and customers to improve the safety culture throughout the region / route.
9. Provide the single point of contact for the region / route for SHE with all internal and external departments, senior management, regulatory bodies and suppliers.
10. Act as the Designated Competent Person (DCP) for Level 3 investigations led by the function and any Level 2's where independence is required.
Essential:
• Must be a member of the Institute of Occupational Health and safety (IOSH) at Chartered (CMIOSH) level or above
• Membership of a relevant professional body (e.g. MIOSH, CQI, IIRSM or equivalent) with chartered status and/or educated to degree level.
• Relevant experience in the successful management of SHEQ.
• Good interpersonal, influencing, communication and organisational skills.
• Strong management and leadership skills.
• Ability to act as a role model to demonstrate appropriate safety behaviours.
• Detailed knowledge of safety and operational issues.
• Good understanding of the UK and European legislative framework and requirements.
• An experienced Health and Safety, Environmental or Quality practitioner.
• Knowledge of audit and investigation
Desirable:
• Knowledge of Network Rail's systems and processes.
• Knowledge of railway infrastructure materials and components.
• Good IT skills
