System Analyst - Revenues and Benefits

Put your technical expertise to work improving vital public services

At Basingstoke and Deane Borough Council, our residents are at the heart of everything we do. We are committed to delivering modern, secure, reliable digital services that support communities and help our organisation run efficiently.

We are looking for a skilled and motivated System Analyst to support and develop our Civica Revenues and Benefits systems (Local Taxation, Housing Benefits, Portal and EDRMS) and their integration with other council systems. If you’re someone who enjoys problem‑solving, system improvements and working closely with service teams, this is an exciting opportunity to make a real difference.

What you’ll be doing

In this role, you will:

1. Provide customer‑focused support to system users, ensuring all IT incidents, service requests and changes are managed following ITIL best practice.
2. Act as a technical expert for Revenues and Benefits systems, advising services and supporting system‑driven change.
3. Maintain, update and enhance Civica systems—ensuring security, functionality, compliance and seamless integration with other key applications.
4. Lead on system upgrades, testing and patching, coordinating with service teams and suppliers.
5. Produce and manage statutory and operational reporting to support annual billing, year‑end processing and grant returns.
6. Develop clear system documentation and support self‑service guidance for users.
7. Represent the council at user groups and provide specialist input to the wider Digital Programme.

This is a varied and impactful position where every day brings new challenges and opportunities to support colleagues and improve how we work.
