Responsibilities and role context
An integral part of the Care Group/Corporate senior management team, People and Change partners provide both operational and strategic people focus and direction within Care Group/Corporate and E&F services. The work of the PCP is grounded in the principles of improving patient care, driving service development, living our values and developing the Trust as the best place to work in the NHS. You will proactively work with the Care Group/Corporate/E&F management team to support the forward planning, modernisation, engagement and performance of the workforce, embedding good people practice and championing the people agenda. You will influence and drive business objectives and workforce related plans and deliver against the People Strategy and Care Group/Corporate people priorities. This is an exciting role offering huge opportunity to develop and shape the people agenda and be a part of the wider HR/OD senior management team.
As the People & Change Partner, you will understand the key strategic and operational objectives of your division and play a pivotal role in helping to achieve them by providing high-level advice and support while ensuring staff live by our CARE Values. Each one of our People & Change Partners will be undertaking a mixed strategic/operational role in the divisions. You will provide a strategic people focus and direction within divisions and its key stakeholders, based on improving patient care, service development and valuing our people. You will proactively work with the management team to support the forward planning, modernisation engagement and performance of the workforce, embedding good people practice and raising HR capability within the division. The ability to promote a positive working culture is integral to your success. You will influence and drive business objectives, and workforce related plans and delivering against the People Strategy and divisional people priorities.
Clearly understand the strategic priorities of the Trust and help translate these into effective people management & OD strategies at a care group level. Have a sound understanding of the business of the care group providing expert support to help achieve objectives and solve complex issues. Provide expert advice on national developments in workforce, including employment law, benchmarking and innovation. Lead on development activities to enhance culture and leadership within the care group, supported by W&OD teams. Lead on the promotion of the Trusts equality, diversity and inclusion agenda within the care group using available data to develop targeted plans to address inequality. Act as a people champion demonstrating role model behaviour by adding value and advocating people management within the care group. Work with the Medical Directors office and W&OD to increase workforce productivity through effective use of consultant contract and the annual job planning process.
Workforce Modernisation and Transformation To lead, develop and implement organisational workforce transformation / development / change projects to ensure that the Trust has an appropriate, motivated, highly skilled and high performing workforce that is reflective of the service needs and organizational direction reflecting our values and being creative and courageous about the need for change and how to get there. To provide leadership and direction in relation to workforce and OD change and to engage colleagues for support with processes where required. To work with all of the specialist workforce teams to fill gaps and trouble short to create a professional and seamless change process, project managing where required and being solution focused whenever possible to ensure that workforce developments continue until completion or decision points. To assist in the production of Workforce Transformation plans for each area and contribute to a Trust wide plan in liaison with the transformation team. To assist with the prioritization of workforce changes across the Trust ensuring that the appropriate level of resources is available to support the change. This plan would come from the forward planning of services within the care groups and corporate service wherever possible using workforce change models and engaging with stakeholders across the health community to maximize the benefits of our workforce across the ICS. To ensure that workforce transformation and OD programmes are commenced in a timely fashion and managed in line with the Trust policies and best practice.
You will need to have a proven experience of developing strong relationships with senior stakeholders and effective interpersonal skills. You will have experience in one (or more) of the areas of people management, workforce development, education or OD. NHS experience is not essential.
Qualifications and experience
* CIPD membership at an appropriate level, Significant experience in HR and/or OD at senior level within a unionised environment
* Significant and demonstrable experience of delivering change and engagement programmes
* Demonstrable and experience of employee engagement and demonstrable experience of having delivered positive organisational outcomes as a result of an employee engagement programme / project
* Ability to communicate verbally and in writing with people at all levels
* Ability to use a suite of IT programmes effectively to provide and write reports / presentations
* Ability to scrutinize and interpret complex data including finance data
