This presents an exciting opportunity for a committed, enthusiastic and experienced person to join the Estates & Operational Team in a critical role of managing and monitoring health and safety of all learners, staff, visitors and contractors across the 7 campuses of Coleg Sir Gâr and Coleg Ceredigion.

The Health and Safety Manager will be responsible for ensuring all College Heath and Safety policies, processes, procedures and practices are in line and comply with current HSE legislation, approved codes of practice and guidance. The work will cover a very diverse range of activities, including for example the Faculties of Art & Design, Engineering, Hair & Beauty, Catering, Motor Vehicle, Sports, Landbased including Equine, Agriculture and a commercial Farm.

The postholder must hold a NEBOSH Diploma or Health and Safety Degree and be a Chartered member of IOSH or working towards chartered membership. The successful applicant will need to demonstrate previous experience in a Health and Safety managerial role, have excellent communication skills and with experience of influencing the behaviour of others.

The role will include travelling and working at all campuses which are located in Ammanford, Llandeilo, Carmarthen, Llanelli, Cardigan and Aberystwyth and will have line management responsibility for a Heath and Safety Officer.

Key ResponsibilitiesPolicies, Procedures & Management Systems
* Ensure the College meets its statutory obligations in all areas pertaining to health, safety and welfare at work;
* Document, implement, maintain and continually improve the College's Health and Safety management systems;
* Lead the implementation of operational Health and Safety procedures to ensure operational effectiveness and compliance;
* Provide health and safety training, advice and guidance to all staff in the College. Ensure all health and safety information is kept up to date and is easily accessible for staff to access within college information systems;
* Maintain awareness of new and amended legislation relevant to the role and recommend changes as required;
* Develop a 3 year strategic plan for continuous improvement in health and safety management systems with annual review.
Reports & Communication
* Prepare reports, statistics and action plans as required, for presentation to Senior Leadership Team, College Executive and Governing Board;
* Attend Health and Safety meetings as required and provide relevant information on provision including preparation of papers and reports for discussion, review and action;
* When required, Chair the College Health & Safety Committee meetings;
* Work proactively with all staff to establish and maintain a system that promotes a culture of safe working practices across the College.
* Communicate and promote links with external agencies, experts and other College health and safety practitioners;
* Report to the Director of Estates & Operational Services and effectively line manage the College Health and Safety Officer;
* Undertake investigations as required and liaise with HSE as necessary.
Compliance
* Ensure full and accurate health and safety records are maintained with reports and action plans being regularly updated;
* Manage and monitor the completion of statutory testing of equipment and systems to ensure checks are carried out on time and appropriate records kept;
* Minimise the likelihood of legal challenges by understanding current and proposed legislation and communicating this effectively, enforce regulations, recommend new procedures and ensure all departments are complying with legal requirements;
* Ensure vetting of training locations and facilities, including work-based learning, work placed learning and work experience are effectively carried out in accordance with Welsh Government requirements;
* Ensure the College complies with the health and safety obligations as required by Bwbl (South West Wales Work Based Learning Consortium);
* Provide advice on College arrangements for security and emergency planning;
* Report any non-compliance to the Director of Estates & Operational Services.
Audits & Inspections
* Plan and manage a programme of Health and Safety Internal Audits and Inspections (for Faculties and also overall estates building compliance);
* Manage and undertake the schedule of inspections and audits, issue reports with findings together with any recommendations if considered appropriate. Ensure any findings are actioned;
* Provide health and safety information for College Internal and External Auditors when requested to do so.
Fire
* Prepare fire risk assessments and develop fire safety emergency plans with annual reviews and updates;
* Manage and monitor compliance with Fire Regulations, Fire Management Procedures and Fire Risk Assessments;
* Ensure fire drills are undertaken on a termly basis on all sites. Document and monitor the resolution of actions arising from the drills and actions arising from fire alarm activations;
* Provide advice on Personal Emergency Evacuation Plans.
First Aid & Accidents
* Ensure first aid requirements and provisions are identified and maintained across the Campuses;
* Maintain up to date information on First Aid trained personnel and provide statistical report information;
* Ensure adequate first aid trained staff are on campuses during operational hours;
* Ensure all accidents / incidents / near misses are correctly documented, investigated and recommended improvements implemented;
* Ensure that all accidents / incidents / near misses are correctly reported as appropriate including RIDDOR reporting;
* Where necessary, undertake accident / incident / near miss investigations, recommend remedial action and track the actions through to completion as appropriate;
* Regularly review accident / incident / near miss records and provide statistical data trend reports for submission to College Executive and Corporate Board;
Risk Assessments
* Identify health and safety related risks and ensure risk assessments are undertaken and reviewed as and when necessary;
* Provide advice and support to staff on the completion of risk assessments (including for example: COSHH, PUWER, Work at Height, LOLER);
* Advise and assist with carrying out specialised risk assessments such as Display Screen Equipment, New & Expectant Mothers, Lone Working etc as required.
Inspections
* Manage and undertake inspection visits and re-visits of a health and safety nature as required;
* Provide detailed reports and feedback on any inspections completed, including the presentation of recommendations;
* Receive and issue statutory insurance inspection reports including LOLER, PUWER etc and ensure defects and recommendations are completed by the relevant Faculty.
Training
* Design and deliver health and safety training programmes, sessions and briefings as appropriate for all staff across the College.
Educational Visits

* Manage and monitor the implementation and compliance of the College Educational Visits
* Policy, review paperwork and liaison with Trip Organisers. Ensure learner off-site activities are robustly risk assessed by relevant Faculties. investigate and report on incidents which occur during a visit;
* Provide health and safety advice and training to staff on all Educational Visits.
Estates
* Provide appropriate professional advice in relation to capital projects, campus developments and the purchase and installation of new machinery or equipment;
* Assist Estates Department staff, Campus Operational Manager and Campus Managers in developing, implementing and maintaining robust fire safety arrangements and water safety arrangements across all campuses;
* Assist the Estates Team, emergency services, HSE and other enforcement, regulatory or
* Insurance inspectors if called out to College premises;
* Support with College with retaining its Green Dragon Level 5 Environmental Standard.
General
* Assist in any situation in College which requires health and safety involvement;
* Ensure appropriate budgetary control and adherence to financial procedures
* Participate in continual professional development (CPD) to keep knowledge up to date;
* In the absence of the Director of Estates & Operational Services represent the College at appropriate health and safety meetings and events;
* Assist with other duties commensurate with the grade of the post as requested by the Director of Estates and Operational Services or Executive Director of Finance;
* Carry out any other duties as directed by the Principal/Chief Executive commensurate with the grade of the post at the initial place of work or other locations within the College.

Skills Knowledge and ExpertiseEssential Criteria:
* NEBOSH Diploma or Health & Safety related Degree
* Relevant experience of working in health and Safety sector
* Good communicator with diplomacy and tact
* Good interpersonal and organisational skills
* Ability to work harmoniously with colleagues
* Ability to work under pressure and to tight deadlines
* Good presentational skills
* Competence in the use of a range of IT systems and packages
Desirable Criteria:
* Chartered member of IOSH or working towards chartered membership
* Experience of working in health and safety within education sector environment
* Experience of working at Managerial level
* Ability to travel across campuses
