People Partner - Clinical This is an exciting opportunity to join a growing People function, supporting a rapidly scaling Healthcare provider. As a key member of the People team, you ll act as a trusted partner to our clinical services, providing strategic and hands-on support for the largely self-employed workforce, enabling the organisation to achieve its strategic and operational goals. You ll be a visible and proactive partner to clinical leadership, building strong, collaborative relationships to deliver people strategies that support high-quality, safe, and person-centred care, while enabling our colleagues, employed and contingent, to thrive. You ll prioritise quality and compliance within a complex and rapidly evolving healthcare and contingent workforce environment (including IR35 compliance) at all stages of the colleague lifecycle. As line manager to a People Advisor, you ll role model our values and foster inclusion, collaboration, and continuous improvement, always doing the right thing. As an ambassador for the People function, you ll be working closely with the People Operations Team, Data & Systems, as well as Development, and Talent Acquisition teams to build partnerships, trust, and shared success across the organisation, with particular consideration for the largely contingent hybrid workforce you partner. Key Responsibilities: Strategic Partnering Build strong partnerships with clinical, operational, and commercial leaders to align workforce strategies with business goals. Provide strategic insight on workforce planning, service design, and engagement of colleagues both employed, self-employed and consultant clinicians to enable sustainable growth, diversification, and excellence in mental health service delivery. Champion initiatives that strengthen collaboration, communication, and inclusion across an evolving clinical network. Service Delivery Leadership Partner with operational teams to maintain standards, efficiency, and alignment with contractual and regulatory requirements across a rapidly growing and diversifying mental health portfolio. Support fair, transparent, and scalable procurement, onboarding, and contract management processes that evolve with business needs. Workforce & Relationship Management Advise and support leaders on complex workforce and supplier matters, promoting fair, values-driven, and compliant outcomes. Act as a point of escalation for service quality issues within the hybrid contingent population. Act as a point of escalation for performance, or conduct issues within the employed clinical population. Lead contingent workforce activities such as contract renewals, rate reviews, and supplier evaluations for self. Provide expert advice on employment legislation in relation to hybrid contingent workforce considerations including IR35, and contingent workforce management to maintain compliance and mitigate risk Partner with key stakeholders and suppliers to ensure processes meet regulatory standards and reflect best practice across NHS and private sector contracts, including self-employed workforce models. Project Leadership Lead strategic workforce and people projects that enable organisational growth, transformation, and diversification in mental health services. Define, manage, and deliver project outcomes that enhance culture, governance, and operational performance in a fast-paced, high-growth environment. Compliance & Governance Provide expert guidance on IR35, right-to-work, safeguarding, and regulatory compliance for contingent and self-employed workforces. Partner with internal teams and suppliers to ensure all workforce processes meet CQC, NHS, and commercial standards. Continuous Improvement & Collaboration Use workforce data, insights, and feedback to drive improvements in processes, service models, and clinician experience. Collaborate across People, Operations, and Talent functions to deliver an integrated, scalable, and values-led approach. Foster a culture of partnership, inclusion, and continuous improvement that supports Clinical Partners mission to expand and diversify within mental health services. Requirements: Qualifications & Experience Essential CIPD Level 7, HR/Business degree, or equivalent professional qualification. Project management or process improvement qualification (desirable). Proven experience as a HR/People Business Partner or leading People projects, ideally in clinical or regulated environments. Track record in organisation development, change management, complex employee relations, and workforce planning. Experience managing both permanent and contingent workforces (bank, agency, contractors). Experience delivering HR support across multiple sites (desirable). Experience leading transformation, change initiatives, or digital workforce systems implementation (desirable). Desirable Experience in a scaling or rapidly growing healthcare organisation, adept at navigating change, complexity, and competing operational priorities Knowledge & Understanding Essential In-depth, current knowledge of UK employment legislation and regulations, with the ability to apply these to workers and employees. Proven experience providing HR or People Partner support in clinical or similarly regulated environments, balancing compliance with practical, people-centred solutions. Strong understanding of employee relations, organisational change, and workforce planning within fast-moving, multidisciplinary teams. Experience managing both permanent and contingent (bank, agency, and contractor) workforces, ensuring consistency, compliance, and engagement across varied employment types. Desirable Working knowledge of CQC (Care Quality Commission) standards and requirements, including their impact on workforce management and clinical governance. Understanding of safeguarding legislation, safer recruitment practices, and DBS processes, ensuring a safe and compliant workforce.
