The Health & Safety / Facilities Manager will be responsible for the operational management of health and safety and facilities functions at the warehouse, ensuring compliance with statutory requirements including COMAH regulations, and maintaining a safe, secure, and efficient working environment.

Responsibilities
* Health & Safety Management: Develop, implement, and continuously improve health and safety policies, systems, and procedures that comply with UK statutory requirements, focusing on explosives and storage regulations.
* COMAH compliance: Manage compliance with COMAH regulations, including preparation and maintenance of safety reports, major accident prevention policies, and emergency response plans.
* Risk assessments: Conduct comprehensive risk assessments and hazard analyses with emphasis on firework storage, handling, and manufacturing processes.
* Audits and incidents: Lead regular health and safety audits and inspections; oversee incident investigations with root cause analysis and reporting to HSE; track preventative actions.
* Training: Coordinate and deliver health and safety training for all employees, including inductions and explosives/firework safety.
* Facilities safety and environmental monitoring: Monitor ventilation, lighting, fire safety systems, emergency equipment, and environmental conditions to ensure regulatory compliance and best practice.
Regulatory liaison
* Serve as primary liaison with the Health and Safety Executive (HSE), local authorities, emergency services, and other regulatory bodies for health and safety and COMAH compliance.
* Prepare and submit mandatory COMAH documentation and notifications; participate in external audits with timely responses to findings.
Facilities Management
* Oversee day-to-day operations and maintenance of warehouse facilities, ensuring equipment and infrastructure are safe, functional, and compliant.
* Plan preventative and reactive maintenance with contractors and vendors.
* Manage security systems and access control, CCTV, and safeguard assets and personnel.
* Ensure environmental compliance, including waste management and chemical storage.
* Lead space planning and office moves/reconfigurations as needed to support operations.
Leadership & Continuous Improvement
* Promote a culture of safety and compliance; engage employees in health and safety responsibilities.
* Analyse safety performance data to identify trends and drive improvements; report to senior management.
* Stay updated on changes in health and safety, COMAH, and facilities legislation; update policies accordingly.
Technical and relevant experience
* Minimum 5 years’ experience in a Health and Safety leadership role within hazardous manufacturing or warehousing, preferably involving explosives, chemicals, or similar controlled substances.
* Strong understanding of COMAH regulations related to major accident hazards in storage and handling of explosive materials.
* Proven track record liaising with HSE and regulatory agencies and preparing safety reports and emergency plans.
* NEBOSH National or Diploma qualification or equivalent.
* Experience conducting risk assessments, safety audits, accident investigations, and emergency preparedness.
* Facilities management experience including maintenance planning, contractor management, security systems, and environmental compliance in an industrial setting.
* Knowledge of fire safety regulations, hazardous substance control, and workplace environmental standards.
* Strong organizational, communication, and leadership skills; ability to influence staff and foster a positive health and safety culture.
* Proficient in Microsoft Office suite.
