The Head of Knowledge, Information Management and Data Protection Office

provides strategic leadership in managing the organisation's knowledge and information assets.

As the organisation's lead authority on data and information, the postholder will set enterprise‑wide standards, promote best practice, and lead cross‑functional initiatives that embed a culture of data stewardship, organisational learning, and innovation in information management.

The postholder will provide regular advice to the Corporate Services Director, Board, and Audit & Risk Committees on information risks, compliance, and opportunities for improvement.

This senior role requires a strategic, analytical thinker with expertise in data protection, information governance, and knowledge management, along with strong leadership and stakeholder engagement capabilities.

* Develop and lead the organisation's Data & Information Management strategy, aligned with corporate priorities and regulatory requirements, covering all areas of GBE‑N included Projects.
* Develop and oversee GBE‑N's corporate knowledge management approach and work with Project teams as they establish their own knowledge management frameworks.
* Oversee systems and processes that support knowledge sharing, document management, and information lifecycle governance.
* Ensure compliance with UK data protection laws (UK GDPR, DPA 2018, FOIA) and sector‑specific information standards.
* Foster a culture of organisational learning and continuous improvement through effective knowledge‑sharing practices.
* Lead the adoption and optimisation of digital platforms for managing knowledge and information (e.g., SharePoint, M365).
* Act as Senior Responsible Officer (SRO) for information governance audits, reviews, and external assessments.
* Serve as the primary point of accountability for information‑related risks, including cyber, privacy, and knowledge loss, reporting to the Corporate Services Director.
* Manage the budget for Knowledge, Information Management and DPO functions, including investment in digital platforms and staff development.
* Oversee enterprise‑wide learning programmes on knowledge sharing, data literacy, and compliance.
* Deputise for the Corporate Services Director on information governance and Senior Information Risk Owner (SIRO) matters when required.
* Lead the identification and implementation of emerging technologies (e.g., AI, automation, advanced analytics) in knowledge and information management.


Data Protection Officer Responsibilities

* Ensure compliance with data protection regulations and best practices related to quality and management systems.
* Implement and monitor policies for data handling, storage, and processing to protect sensitive information across GBE‑N and its Projects.
* Conduct regular audits to assess compliance and identify risks.
* Advise on the identification, assessment, and investigation of data breaches, and lead reporting to the Information Commissioner's Office within the mandatory 72‑hour timeframe.
* Provide guidance on Data Impact Assessments, offering input and/or approval as required.
* Lead responses to data protection incidents, including investigations, reporting to the Corporate Services Director, and embedding lessons learned across the organisation.


Knowledge, Skills and Experience

* Extensive experience in a senior knowledge or information management role in the UK public, private, or third sector.
* Strong understanding of UK information legislation, including UK GDPR, FOIA, the Public Records Act, and best practice in records and knowledge management.
* Proven success in developing and delivering organisational knowledge strategies and systems.
* Comprehensive understanding of enterprise‑level information and records management systems, digital repositories, and cloud‑based collaboration platforms (e.g., M365/SharePoint).
* Experience in developing policies and procedures for knowledge and data governance, retention, and risk management.
* Experience leading cross‑functional and organisation‑wide change initiatives.
* Ability to represent the organisation at Board level and with external stakeholders, including regulators and professional bodies.
* Experience managing budgets and delivering measurable outcomes through KPIs.
* Demonstrated ability to lead innovation and adopt emerging technologies in knowledge management.


Qualifications

* A degree or postgraduate qualification in a relevant field (e.g., Data Protection, Knowledge Management, Information Governance) or equivalent professional experience.
* Chartered Membership or working toward Chartered status with a recognised professional body.
* Relevant certifications (desirable but not essential).
* Evidence of ongoing professional development in leadership, data protection, or information governance.
