The Role Pre-Construction Manager As Pre-Construction Manager, you will lead the pre-construction and tendering process for mechanical and electrical building services projects from initial enquiry through to handover to delivery teams.
Working closely with estimating, design, and project delivery teams, you will take ownership of tender strategy, technical review, and client engagement, ensuring projects are commercially viable and technically well-positioned from the outset.
Projects include full mechanical and electrical building services installations such as HVAC systems, plantrooms, heating and chilled water systems, ventilation, pipework, electrical infrastructure, containment, and associated M&E services.
Key Responsibilities Leading the pre-construction process for M&E building services projects Managing tender submissions from initial enquiry through to final submission Coordinating estimating, design, and technical input across bids Reviewing technical specifications, drawings, and project documentation Supporting bid strategy, programme development, and value engineering Liaising with clients, consultants, and internal stakeholders throughout the tender stage Supporting a smooth transition from pre-construction through to project delivery Requirements Experience working as a Pre-Construction Manager, Estimating Manager, or Senior M&E Estimator Strong understanding of mechanical and electrical building services installations Proven experience managing M&E tenders and bid processes Ability to review and interpret technical specifications and drawings Strong commercial awareness and understanding of project delivery requirements Excellent communication and organisational skills Ability to work collaboratively across multiple teams Remuneration Package Pre-Construction Manager £70,000£80,000 Car Allowance (£7,500) or Company Vehicle Pension Private Healthcare 25 days holiday bank holidays Clear progression opportunities within a well-established M&E contractor This role would suit candidates currently working as: Pre-Construction Manager, M&E Preconstruction Manager, Estimating Manager, Senior M&E Estimator, Senior Mechanical Estimator, Senior Electrical Estimator, Bid Manager (M&E), or Pre-Construction Lead within Mechanical & Electrical Building Services.
