Procurement Manager Location: North Chilterns Area, near Aylesbury – (Buckinghamshire area) Contract Type: Temporary (6 months freelance) Industry: Civil Engineering / Infrastructure/ construction Rate: £500 - £550 Role Overview Morson is currently recruiting for a experienced Procurement Manager on a freelance basis to support procurement activities for a major high-speed rail infrastructure project. The successful candidate will manage procurement for a defined section of works, overseeing tendering, evaluation, award, and recommendation of subcontract packages and orders. You will act as the primary procurement representative for our client, ensuring all supplier communications and negotiations align with the company's values and procurement vision. The role demands adherence to the highest ethical standards, focusing on value-based procurement decisions rather than lowest cost alone. You will engage internal stakeholders throughout the procurement process, securing their endorsement of recommendations and delivering clear presentations on package strategies and award decisions. Additionally, you will assess market capacity to ensure robust tendering outcomes. Key Responsibilities • Manage end-to-end procurement for allocated work packages, including tender preparation, evaluation, and award recommendations • Draft formal subcontract documentation, ensuring compliance with NEC contract principles • Lead supplier engagement, negotiations, and relationship management in line with EKFB's values • Ensure procurement decisions are value-driven and ethically sound • Prepare and deliver presentations to internal stakeholders articulating procurement strategies and recommendations • Monitor and consider market capacity during tendering to optimise supply chain performance Candidate Requirements • Ideally from a Civils / construction background • Excellent written communication skills with the ability to draft formal subcontract documents • Experience working with NEC contracts • Strong knowledge of supply chain principles, procedures, and procurement methods • Proven analytical, problem-solving, and organisational skills • Ability to manage diverse internal and external stakeholders effectively • Full UK driving licence and access to a vehicle (mandatory due to site location) Skills • Procurement management is essential • Tendering and contract award • NEC contract knowledge • Stakeholder engagement and communication • Supplier negotiation and relationship management • Value-based procurement decision-making • Analytical and problem-solving skills • Presentation and reporting skills • Organisational and time management • Driving licence and vehicle access Software/Tools • Microsoft Office Suite (Word, Excel, PowerPoint) • Procurement and contract management systems (as applicable) Certifications & Standards • NEC contract familiarity (essential) • CIPS qualification (desirable but not mandatory) • Commitment to ethical procurement standards
