Programme Manager – Health & Social Care and Early Years & Education Permanent Grade C - £35,412- £44,075 Consultation grade - subject to formal evaluation under the Pay Equity Review Working 36.5 hours per week Birmingham Adult Education Service (BAES) is seeking a dynamic, highly motivated, and well‑qualified Programme Manager for Health Care, Social Care, Early Years and Education. Reporting to the Head of Faculty for Vocational Skills, you will collaborate with Programme Managers across all faculties to design and deliver an ambitious and responsive Vocational Skills curriculum that meets local needs and ensures every learner receives an excellent experience. You will lead a team of specialist salaried and sessional teachers committed to delivering a high‑quality, adult‑focused curriculum and achieving strong learner outcomes. The role requires responsiveness to labour‑market and employer needs, working closely with the Head of Faculty to anticipate emerging trends in Health Care, Social Care, Early Years and Education. The successful candidate will have substantial knowledge and experience of working within the Adult Education Budget (AEB) grant, along with a strong track record in curriculum development. They will also demonstrate expertise in sector‑relevant qualifications, planning and delivery. Key Responsibilities The successful candidate will: Lead and manage a team of specialist teachers to deliver a high‑quality adult learning service. Implement and oversee learning programmes, including opportunities for cross‑faculty collaboration. Drive improvements in teaching, learning and assessment through Learning Walks and GOALs, follow‑up action plans, staff development and consistent application of BAES policies and procedures. Monitor learner performance indicators including punctuality, attendance, retention, achievement, progression and destination and take action to ensure learners achieve and are well supported. Conduct placement visits to observe and support learners on Early Years Educator or Supporting Teaching and Learning programmes. Undertake Internal Quality Assurance (IQA) duties and prepare for External Quality Assurance (EQA). Essential Qualifications and Experience Relevant sector backgrounds in one or more of the following: Health Care, Social Care or Early Years and Education. Flexibility to deliver one or more of the following levels: Entry Level 3 to Level 3. An assessor qualification, or willingness to work towards one. A Level 5 teaching qualification (e.g. DTLLS, Cert Ed, PGCE, IRR). Teaching experience in adult education. Competence in assessing learners within the relevant sector. Minimum Level 2 English and Maths (GCSE 9–4 or equivalent). Please upload an up-to-date CV and Supporting Statement via the attachments part of your application.
