Your role : Health & Safety Lead The H&S Lead is responsible for providing strong on-site leadership/management and expert guidance to ensure the effective implementation, continuous improvement, and integrity of the Health & Safety management systems across the Speke operation. This role acts as the primary point of contact for health and safety matters, ensuring compliance with legislation and fostering a proactive safety culture at all levels. The role is responsible for COAMH Compliance along with our `Right to operate`. Provide hands-on, physical presence across the site with daily face-to-face engagement, supporting plant activities and key operational tasks/projects. Work closely with teams to identify hazards, assess risks, and promote safe systems of work. Act as the focal point for engagement with regulatory authorities and external auditors, ensuring timely and accurate communication, documentation, and follow-up actions. Manage Compliance Training for site, engage with external providers along with managing booking and the tracking of activities to ensure compliance training is maintained and managed effectively. Your responsibilities: Provide Expert H&S Leadership/Management and Support Deliver professional Health & Safety guidance, leadership, and technical expertise through written policies, procedures, and standards, as well as verbal communication and hands-on involvement across the site. Support operational decision-making and partner closely with site along with site leadership to uphold safe working practices. Lead the Development and Implementation of the Safety Management System Drive the creation, improvement, and implementation of the site Safety Management System (SMS). Represent H&S in site and departmental meetings, promote the SMS philosophy, and gather feedback to ensure consistency of standards and approach across all functions. Interpret and Apply UK H&S Legislation Analyse, interpret, and correctly apply relevant UK health and safety legislation into site-specific policies, procedures, and guidelines. Monitor legislative changes and proactively prepare the site for compliance with new or emerging requirements. Own and Manage Key H&S Programmes Take responsibility for several critical H&S programmes (including, but not limited to, Compliance Training, Legionella, Fire Safety, Loss Prevention, COMAH, Human Factors, ERT, Incident Management, etc.). Maintain subject-matter expertise, drive compliance actions, collaborate with programme leads and operational teams, and continually improve standards. Ensure Effective H&S Training Provision Oversee and coordinate the delivery of Health & Safety training for employees, contractors, and Emergency Response Team members. Manage external training providers to maintain Compliance training needs and/or design and deliver in-house training where appropriate. Deliver Site Inductions Provide comprehensive site H&S inductions for Elanco personnel, ensuring alignment with site-specific requirements and COMAH safety expectations. Facilitate and Sustain Risk Management Processes Ensure robust Risk Assessment, COSHH Assessment, and other regulatory programmes are maintained to meet statutory and corporate expectations. Act as a key point of contact for external regulatory bodies (e.g., HSE, Merseyside Fire & Rescue Service, Fire Prevention Officers). Lead and Oversee Incident Management and Reporting Review and supervise accident and incident reports and investigations. Ensure accurate and timely reporting to HSE UK, Elanco, and claims handlers in line with legislative requirements. Maintain incident data, produce statistics, and oversee the progression of any enforcement actions. Maintain H&S Data, Metrics, and KPIs Manage key Health & Safety performance data to support site-level KPIs and corporate reporting requirements. Support and Review Site Projects Participate and lead site projects in line with Job Path requirements, providing H&S input to developing initiatives. Review process and equipment change controls no ensure no negative impacts on health and safety performance. Lead and Participate in Inspections and Audits Conduct and support team inspections and audits, providing coaching and training where needed. Participate in all site audits (internal and external) and lead the development of the overall site audit programme. Lead Site HSE Engagement Activities Chair the site HSE site Meetings and Contractor Forums, ensuring alignment across functional leads and site leadership on key topics, COMAH actions, action management, and wider H&S activities. In addition, manage and facilitate effective engagement, via contractors forum, with on-site and transient contractor groups to ensure consistent understanding and compliance with H&S expectations. Provide H&S Briefings to Site Leadership Deliver clear and timely HSE updates and briefings to the Site Leadership Team as required. Promote Best Practice Through Engagement Maintain up-to-date knowledge of H&S standards and best practise, providing visible and proactive support through regular face-to-face engagement with teams across the site. HSE / FM Director Support Support the HSE/FM Director with regular data and overall site compliance. Act as a natural deputy to the HSE/FM Director in their absence. What You Need to Succeed (minimum qualifications): NEBOSH, National General Certificate (NGC) in Health & Safety (or equivalent). >5 years’ experience in health and safety roles What will give you a competitive edge (preferred qualifications): COMAH Site experience along with management and understanding of the subject. DGSA or working towards. Experience in manufacturing, operations or industrial environment. Strong communication and stakeholder management skills.
