Recovery Officer - Adult Social Care (ASC)
Location: Local Authority - Income & Assessments Team
Contract: 6-Month Interim
Pay: £24.00 per hour (Umbrella/Ltd)
We are seeking a diligent and compassionate Recovery Officer to support the Income & Assessments Team in driving the effective recovery of Adult Social Care (ASC) charges. This post plays a crucial role in ensuring the Council secures income whilst upholding the highest standards of professionalism, particularly when engaging with vulnerable residents and complex circumstances.
You will manage a varied caseload of ASC debt recovery matters, working closely with service users, their representatives, internal colleagues, and external partners. Your approach will combine firmness and fairness, ensuring recovery actions are lawful, proportionate, and aligned with best practice.
Key Duties Include:
* Taking proactive action to recover outstanding Adult Social Care debt using appropriate and lawful recovery methods.
* Managing a caseload of ASC debt recovery cases, including those of a sensitive or complex nature.
* Engaging with service users, families, and advocates to resolve queries and negotiate affordable repayment arrangements.
* Working collaboratively with internal departments, care providers, enforcement agents, and voluntary sector partners.
* Preparing documentation for court proceedings and write-off cases where required.
* Administering the Deferred Payments Scheme, safeguarding legal and financial compliance.
* Supporting the Senior Recovery Officer with service improvements, reporting, and wider team initiatives.
* Ensuring absolute adherence to the Care Act 2014 and recognised best practice in ASC debt recovery.
Essential Skills & Experience:
* Strong working knowledge of Adult Social Care debt legislation, particularly the Care Act 2014.
* Excellent communication, negotiation, and interpersonal skills, with a sensitive approach when supporting vulnerable individuals.
* Proven ability to manage a demanding workload and meet strict deadlines.
* Previous experience within a local authority recovery or income management environment.
* Confident IT skills, ideally with experience of systems such as Mosaic.
