Job Description \nJob Title: Capital Projects and Asset Strategy Manager- Appraisals\nDepartment: Social Investment & Property \nReports to: Head of Capital Programme PMO / Director of Property \nLocation: Royal Borough of Kensington and Chelsea \nGrade: £568.84p/d \nContract Type: Permanent / Fixed-Term \nWorking Hours: 37 hours per week- 3 month rolling contract \n \nJob Purpose \nTo provide expert professional advice and leadership on complex feasibility studies, business cases, and options appraisals across the Council's property portfolio. This role ensures strategic property decisions result in optimal use of council assets, delivering a balanced outcome of capital receipts, revenue savings, improved service delivery, and positive social impact. \nYou will lead capital projects supporting departments such as Housing Needs, Children's Services, and Adult Social Care, and play a key role in developing asset management plans and shaping the Council's Capital and Property Strategy.
Your work will directly contribute to improving the performance, efficiency, and value of the Council's estate. \n \nKey Responsibilities\n\n1.Feasibility & Appraisal Leadership \noLead on complex feasibility studies and options appraisals to identify and realise development, refurbishment or disposal opportunities. \noEnsure capital projects meet service needs, strategic objectives and deliver value for money.\n\n2.Technical & Strategic Advice \noProvide expert guidance on property issues, including valuation, planning, financial modelling and risk assessment.
\noEmbed principles of asset strategy and robust decision-making into all property-related business cases.\n\n3.Project & Stakeholder Management \noLead cross-departmental project teams, coordinating stakeholders including service leads, politicians, and external partners. \noDevelop clear governance and decision-making processes to support capital project delivery.\n\n4.Financial Analysis & Modelling \noDesign and apply innovative financial models to evaluate investment scenarios and risk exposure. \noSupport budget forecasting and strategic planning in collaboration with Finance.\n\n5.Estate Utilisation & Challenge \noDrive reviews of asset use across the estate, challenging inefficient space use and promoting co-location or shared use opportunities.
\noIdentify and propose income-generating or cost-saving initiatives from the property portfolio.\n\n6.Acquisitions, Disposals & Negotiation\n\noSupport the negotiation and delivery of land/property acquisitions and disposals where required.\n\noEnsure decisions align with asset strategy and deliver maximum return or social value.\n\n7.Performance Monitoring & Reporting \noPrepare high-quality reports and briefings for senior management, boards and executive leadership. \noMaintain oversight of property performance data to drive improvements and accountability.\n\n8.Contract & Consultancy Management \noProcure and manage consultants providing development, valuation, or property advisory services. \noEnsure external support meets quality, cost and compliance expectations.\n\n9.Governance & Decision Support \noPrepare Key Decision, Delegated Authority and Leadership Team reports, ensuring transparency, legal compliance and due diligence.
\noAct as expert witness in legal or arbitration proceedings when required. \n \nPerson Specification \nEssential: \n·Professional qualification (e.g. MRICS or equivalent) or equivalent senior-level experience.
\n·Extensive experience of feasibility studies, options appraisals and business case development in a property or capital projects setting. \n·Strong understanding of landlord and tenant law, planning law, valuation, and asset management principles. \n·Proven leadership of multidisciplinary projects and stakeholder engagement across complex organisations.
\n·Skilled in financial modelling and evaluating Net Present Value and return on investment. \n·Ability to present complex property and financial issues to both technical and non-technical audiences. \n·Strong negotiation, report writing and project management skills.
\n·Proven ability to influence at senior levels and deliver successful outcomes.\n\nDesirable: \n·Local government or public sector experience. \n·Knowledge of social investment principles and community asset use. \n·Familiarity with procurement and contract management processes in a public sector environment.
