Overview
ACCA (Association of Chartered Certified Accountants) is a leading global professional accounting body that provides education, training, and certification to accountants worldwide. ACCA engages independent Panel Members for regulatory and disciplinary services, including Regulatory Assessors who support regulatory activities with independent judgment.
ACCA is seeking to appoint additional independent Panel Members to provide the services of Regulatory Assessors. Assessors must hold UK or Irish statutory auditor status with ACCA or another recognised supervisory body. Panel Members are self-employed for independence and public interest purposes. Applications from former ACCA employees or independent members of ACCA Boards and Committees are not considered unless at least six years have passed since employment or contract ceased.
Nature and scope of the services
Regulatory Assessors are independent of ACCA and exercise their own judgment within ACCA’s regulatory framework, policy statements issued by the Regulatory Board, and other relevant guidance. The holder of an ACCA certificate or licence is expected to meet high standards and be subject to periodic monitoring by ACCA. ACCA may take appropriate action if standards are not maintained. Regulatory Assessors have delegated power to impose conditions on certificates/licences and to address future reapplications, and play a key role in maintaining professional standards and public confidence.
Primary Deliverables
* Act in the public interest.
* Consider reports referred by ACCA’s Compliance Team regarding unsatisfactory audit monitoring outcomes, including firms’ action plans submitted in response to findings and subsequent correspondence.
* Apply auditing standards, ACCA policy and guidance (notably the Guidance for Regulatory Orders on Unsatisfactory Outcomes to Monitoring Visits) to make well-reasoned decisions within the authority of the assessor as set out in ACCA’s Authorisation Regulations.
* Prepare clear written reasons for decisions using ACCA’s provided template.
* Send written reasons to Compliance within four weeks of receiving the report and paperwork to notify the firm of the decision.
* Maintain competence in statutory audit and undertake ACCA-provided training.
Specification
* Hold UK or Irish statutory auditor status with ACCA or another recognised supervisory body and demonstrate recent experience at audit engagement partner level.
* Apply auditing standards in a robust and proportionate way.
* Analyse information and reach objective decisions.
* Prepare clearly articulated written reasons for decisions.
Time Commitment
* Caseloads depend on the outcome of audit monitoring reviews, but are anticipated to be approximately 10–20 cases per year, with each case expected to take around 3–4 hours. This is indicative; there is no obligation on the ACCA or Regulatory Assessors to meet minimum or maximum case numbers.
* The role is part-time, flexible, and carried out remotely.
Service Fee
* The fee per case for a Regulatory Assessor is £200, inclusive of VAT. ACCA uses an invoicing/purchasing system.
Possible future expansion of the role
ACCA’s Audit Monitoring Committee (AMC) reviews audit inspections and ensures consistent standards. The AMC does not hold power to withdraw or suspend certificates, but may determine the timing of the next monitoring review. Accountant Members of the AMC are expected to possess detailed auditing knowledge. Regulatory Assessors may be asked to sit on the AMC in addition to ongoing responsibilities. The AMC meets monthly to review cases and prepares written reasons for each case provided to the firm.
