Regional Finance Officer, Africa Region
Location : This role is ideally based in Thornhill, Dumfries and Galloway but can be remote. However, frequent travel to HALO's UK offices and regional locations is an essential part of the job.

About the role:
You will support the Regional Finance Manager by providing advice and assistance across a portfolio of HALO programmes.

Reporting Structure

Key Responsibilities:
Donor Contract Management
* Support the production of timely financial donor reports and funds requests.
* Provide support in the development of donor budgets utilising HALOs financial planning system (Adaptive Insights).
* Support in the development of systems, tools and processes to ensure HALO’s budgeting and forecasting process operates efficiently and effectively.
* Assist the financial monitoring and review of grants/contracts, working closely with operations to forecast and report on project costs to completion.
Programme Support
* Support programmes in the construction of country budgets together with anticipated donor funding allocations.
* Prepare for approval and enter monthly journals into the accounting system.
* Support the review and reconciliation of implementing partner’s reports and review of request for payment.
Programme Compliance
* Assist monitoring of compliance against overseas statutory regulations, including company registration, financial reporting and taxation.
* Assist in the monitoring of compliance against Donor regulations and HALO financial and logistics standing operating procedures, carrying out desk and field-based audits.
* Assist in the production of transactional reports/documentation for grant/contract audits, liaising with the external auditors/country teams as appropriate.
General Duties
* Uphold HALO’s core values and promote its mission.
* Work towards achieving business plan objectives.
* Familiarize yourself with HALO policies and keep informed about activities.
* Travel to HALO programmes as needed (up to 3 short visits per year).
* Adhere to HALO’s Health and Safety Procedures, including risk assessments and evacuation protocols.
Requirements
Who we’re looking for:
Skills and Experience
* A bachelor's degree in finance, accounting, business administration, or a related field is often essential
* Strong and demonstrable experience in a finance role
* Use of Excel to manipulate and analyse data (ability to produce pivot tables, VLookup, SUMIF etc.)
* Excellent interpersonal skills
* Willingness to travel to HALO Africa programmes
