Business Manager to Chief Medical Officers
The Business Manager (BM) will coordinate the portfolio overseen by the Chief Medical Officers (CMOs). The post holder will lead on governance, resource management and delivery of key objectives within the CMOs' portfolio. This will include supporting the Deputy Chief Medical Officer (DCMO) and Associate Medical Directors (AMD), with specific duties to support their portfolios.
As well as being dynamic, adaptive and responsive to the requirements of the CMOs, the BM will be expected to work proactively and to pre‑empt the needs of the CMOs, identifying and managing / escalating urgent issues that require the attention of the CMO's office.
The BM must be able to exercise professional judgment in the timely provision of accurate advice, briefs, reports, presentations and correspondence to the CMOs, and must also be able to prepare such documentation on the CMO's behalf to a suitable standard.
Preference will be given to internal Trust staff, as well as ‘Priority’ and ‘At Risk’ status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.

This role is central to ensuring the effective operation of the Chief Medical Officers'(CMOs') office and supporting the delivery of medical leadership across the organisation. It combines strategic oversight with hands‑on management to maintain alignment with organisational priorities and statutory responsibilities.
You will lead the smooth running of the CMOs' office, managing complex projects within the CMOs' portfolio using recognised project management methodologies. The role carries delegated budget responsibility, requiring careful planning and cost‑effective use of resources.
As a line manager, you will oversee administrative staff within the CMOs' office, providing guidance, conducting appraisals, and supporting professional development. Compliance is a key aspect of the role, ensuring adherence to statutory and mandatory requirements, including data protection and information governance.
The position involves representing the CMOs at meetings and building strong relationships with internal and external stakeholders. You will also prepare high‑quality reports, briefings, and presentations for senior forums, contributing to informed decision‑making at the highest level.
Job responsibilities
PRIMARY DUTIES & AREAS OF RESPONSIBILITY
Service Management
Accountable to the CMOs for the establishment and development of the structure, governance, systems and processes for the services and portfolios owned by the CMO.
Liaise with Deputy Medical Directors, Associate Medical Directors, Divisional Medical Directors, and other key clinical leaders to contribute to the development of the clinical strategy.
Support the CMOs in specific programmes of work for which they are the SRO (e.g. Research Development & Innovation; Clinical Audit; Clinical Senate and others as required).
Provides interpretation of national guidelines in relation to quality improvement and assurance.
Take a lead in the development and operation of the Clinical Senate and Clinical Outcomes and Effectiveness Group.
Work with external agencies and stakeholders in collaborative schemes to deliver service improvement and share best practice.
Manage highly complex tasks on behalf of the CMO, working through senior colleagues and partners. Frequently exercise judgement on highly complex facts and situations, making informed decisions which require analysis, interpretation, and comparison of options.
Identify and build effective working relationships and networks with clinical and non‑clinical colleagues. Ensure policy coherence across the Directorates priorities, ensuring alignment with UHP strategy and plans.
Support the CMOs and other Executive colleagues in delivering an ongoing programme of communications to, and engagement with, clinical colleagues across the organisation.
Work with colleagues in support of the Medical Workforce, Education, Research, Innovation, and Improvement agendas.
Where requested, support the development of robust services plans and business cases aligned to UHP priorities.
Deputise for the CMOs where appropriate and directed.
The post holder may be required to undertake other relevant duties, including the operational lead for specific services and localities, as agreed with the CMOs.

Person Specification
Qualifications
* Relevant Master's level Postgraduate qualification or equivalent level of demonstrable experience.
Knowledge and Experience
* In depth proven professional specialist knowledge of a number of disciplines acquired through training and experience over a significant period including corporate governance, finance, HR, service planning, service development.
* Proven knowledge of the medical appraisal and revalidation expectations and systems in NHS England.
* Extensive demonstrable experience of working a senior level and have a proven track record of effectively interacting with senior teams.
* Proven evidence of the management of complex service and capital projects.
APTITUDE & ABILITIES
* Ability to analyse and appropriately present often highly complex information.
* Proven specialist knowledge in formulating long term clinical strategic plans, involving uncertainty and impact on organisation.
* Proven ability to achieve targets and objectives within a demanding and time‑sensitive environment against challenging deadlines.
* Able to interpret legislation and national guidance relating to professional practice and the delivery of integrated care services.
