A South West based Local Authority are seeking a motivated and experienced Senior Procurement Officer – Highways to lead urgent and complex procurements. This role will support the delivery of high-value contracts for public and school transport as well as operational highway contracts. This supports the strategic procurements including: school transport contracts, public transport contracts, highway framework contracts for subcontractor resource and a highway service contract for operational delivery.
Location: South West England
Set-up: Hybrid – 1-2-days per week on-site
Rate: £500/day via umbrella inside IR35
Duration: Initial 3-6 months
Hours: Full-time position (37-hours)
Key Responsibilities
1. Manage end-to-end procurement processes for transport and highway contracts
2. Ensure all procurement activity complies with UK public procurement regulations, the Procurement Act 2023, and local authority standing orders
3. Prepare tender documentation, support supplier engagement, and oversee evaluation and award processes
4. Advise internal stakeholders on procurement strategy, risk management, and contract compliance
5. Support the development and delivery of frameworks and dynamic purchasing systems
Experience
6. Proven experience in public sector procurement, ideally within a local authority setting
7. Strong knowledge of UK procurement legislation and contract forms (NEC)
8. Ability to manage multiple high-priority projects under tight deadlines
9. Excellent stakeholder engagement and negotiation skills
10. Immediate availability and ability to adapt quickly to changing priorities
