The Role

You will lead a small team of information analyst/health improvement personnel within the Health Improvement Department Tobacco Control Team (2.7wte/4 part-time staff) and will lead the development and delivery of improvement programmes and evaluation to advance smoking cessation performance against Annual Delivery Plan targets. The Service Improvement Manager (SIM) and analyst function within the team will also support the Lanarkshire Weight Management Service (LWMS), another priority area in which performance is reported at Scottish Government level, on a 0.2wte/1dpw basis, although there is some flexibility in these hours based on the needs of each service.

LWMS

You will ensure that the LWMS has the data collection and information analysis structures, systems and processes needed to allow the service to comply with the requirements of the Framework for the Prevention, Early Detection and Early Intervention of Type II Diabetes, Scotland's Diet and Healthy Weight Delivery Plan and the associated Weight Management Minimum Standards.

You will ensure that the data capture and analysis systems are in place to allow the service to analyse data from interventions run by partners in health & social care and commissioned agencies as well as data extraction from clinical systems & health records. You will be responsible for ensuring that the LWMS complies with the requirements of the Standardised Core Dataset for Tier 2 and Tier 3 Weight Management Services, including the continued development of a patient management database using Microsoft Access. This data will be used to support monitoring, evaluation and improvement as part of internal performance management systems and for reporting both internally and to PHS.

You will provide professional support and supervision to 2 Health Improvement Seniors (Band 6), Weight Management & Tobacco Control Information analyst (Band 5) and Tobacco Control Assistant Information Analyst (Band 4). You will be a key member of the Tobacco, Vaping, Alcohol and Cannabis Leadership Team and the Lanarkshire Tobacco and Vaping Steering group. You will support the Senior Health Improvement Manager to lead and deliver on actions associated with monitoring, improvement and evaluation within the Lanarkshire Tobacco Control and Vaping Programme Plan.

Additional Information Specific to the Role

Your work will be directed by the Service Manager LWMS and Senior Health Improvement Manager for Tobacco, Vaping, Alcohol and Cannabis who will provide operational line management. The position will involve providing management and leadership in the collation and use of data, qualitative evaluation and service improvement planning and initiative.

The remainder of the specifics of this role are the same as outlined in the NHS Service Improvement Manager Job Description, except all reference to operational or professional line management, which is as outlined above and the position is based within the community working across a range of NHS and non-NHS settings.

Qualifications and Experience

1. Degree level and Postgraduate level qualification in e.g. business / management / change
2. Significant experience and knowledge of health service management, including change management and service/workforce redesign acquired through training and experience
3. Significant experience in Change Management Skills including improvement methodology
4. Experience of managing clinical and organisational challenges
5. Ability to handle complex work without supervision
6. Ability to negotiating and facilitating change with staff and stakeholders at all levels
7. Knowledge of planning, operational processes and systems
8. Experience of working in a programme or project environment

Contract type

Fixed Term or Secondment until for 23 months

Full time

37 hours

Please note this is a fixed term post for 23 months. Where a post only has temporary funding and an existing member of NHS Lanarkshire staff wishes to apply, this will be treated as a secondment.

The employee MUST already have written agreement from their line manager to be released on a secondment before applying for the post.

Location and Working Pattern

This role will be based in Health Improvement within Beckford St. Hybrid working may be an option and can be discussed with the Health Improvement Lead.

The working pattern for this role is Monday -Friday 9-5pm with occasional out of hours work.
