Our client is looking for a Highways Engineer / Designer required to work on major projects on a temporary position until March 2026 to join their Traffic, Engineering and Design
team within the Highways & Transport Services directorate. You will play a key role in designing and delivering major highway construction schemes, managing high-value projects, and facilitating legal agreements under the
Highways Act 1980
Section 278 .

Design and Deliver
highway improvement schemes, from concept through to implementation.
Project Management
of construction projects, ensuring timely and cost-effective delivery.
Oversee
Section 278 agreements
including design reviews, legal facilitation, and compliance monitoring.
Provide
expert design advice
to internal teams, developers, and external contractors.
Conduct
site inspections, supervise contractors, and ensure quality standards are met.
Prepare and manage
financial documentation, reports, and contracts.
Represent the council at
public inquiries, committee meetings, and stakeholder consultations.
Deputise for the
Engineering & Design Team Leader
when required.
Contribute to the development of
local transport programmes
and service-wide performance indicators.
Maintain excellent working relationships with Councillors, MPs, public bodies, developers, and community groups.
Essential Requirements:
HND (or equivalent) in Civil Engineering or demonstrable equivalent technical/procedural knowledge.
Substantial experience in
highway construction, project delivery, and stakeholder management.
Advanced knowledge of
project management processes, national and local highway standards.
Proficiency in
AutoCAD, Key Systems, and general construction management software.
Strong verbal and written communication skills, with proven ability to present complex technical information.
Ability to
analyse, plan, cost, and report on complex engineering projects.
A full UK
driving licence .
Desirable:
ILM Level 5 or other relevant
management qualification .
PRINCE2
or equivalent project management certification.
Working understanding of wider
planning policies
and standards.
Background in
live stakeholder engagement
and presenting technical issues to non-technical audiences.
