Chief Delivery Officer

This role plays a vital part in implementing the NHS London Procurement Partnership (NHS LPP) vision & strategy, approved by the NHS LPP Steering Board, and in delivering the aspiration of the Managing Director and Board to become a world-class procurement partner of choice for the NHS and the wider public sector. This role is a fast changing, challenging, high profile strategic and influential role that will lead and develop the day-to-day operation of what is in the main, a best-in-class procurement and category management function. The postholder will play a pivotal role in NHS LPP, anticipating and responding to external challenges, whilst meeting the requirements of stakeholders at local, regional and national levels. The successful candidate will have a unique opportunity to drive commercial efficiency across the NHS while making the landscape less fragmented, easier to use and more sustainable.


Main duties of the job

Lead and develop the commercial strategic direction of the Procurement category workstreams (including Clinical Digital Solutions; Estates, Facilities & Professional Services; Medical Healthcare Pharmacy Services; Workforce). Lead the Procurement Shared Services teams including Contract Management, Procurement and Strategic Supplier Relationship Management. Work with customers and members to ensure that they receive innovative and timely expert advice and delivery support. Alongside our affiliates, work to ensure that NHS LPP's proposition supports national and political direction and agenda, driving better patient outcomes and systemic reform.

Represent NHS LPP at the NHS LPP Steering Board. Deputise for the Managing Director of NHS LPP when required.

Act as a strong leader, respected by key stakeholders and other senior key decision makers of stakeholder organisations. Work collaboratively with all stakeholders and partners to secure their ongoing support and commitment to NHS LPP and deliver a year-on-year positive return on investment for all member organisations.

Job responsibilities

Lead and develop the commercial strategic direction of the Procurement Workstreams (that comprises Clinical Digital Solutions; Estates, Facilities & Professional Services; Healthcare Pharmacy Services and Workforce)

Oversee the Procurement Shared Services Team (that comprises Sourcing, Contract Management and Supplier Relationship Management) in order to implement the NHS LPP strategy and vision. Within this, the role holder will be responsible for adherence to and governance of procurement regulations including the Procurement Act of 2023, cabinet office spend controls, NHS E accreditation and Central Commercial Function framework level accreditation

Be NHS LPPs representative on the NHS Workforce Alliance


Person Specification


Qualifications

* Academic background in a related topic e.g. clinical/medical or business/commercial
* MBA or equivalent level of experience


Skills

* Ability to deliver at a regional and national level
* Maintains a wide network of contacts in commercial and public sector -
* Can generate category strategies/plans that identifies and links national, regional and local priorities


Experience

* 5 case business models
* Regulator and commissioner engagement
* Public contract regulations (2015 and 2023)
* Significant commercial experience in the public sector
* Public and/or private sector management role at a senior level overseeing a large team. For NHS experience c. band 9 - 1
