Transpennine Route Upgrade The Transpennine Route Upgrade (TRU) is a £10.7 billion Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield. Stretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 11 level crossings. To lead the development and deployment of an integrated programme-wide delivery strategy aligned to the programme's Key Outputs. About The Role (External) Some of the key accountabilities of this role are: Drive the effective delivery of the programme to time, cost and quality on behalf of the TRU programme director through effective engagement and integration with the delivery alliances and train operators. Lead and direct the development of an integrated programme-wide delivery strategy that determines how the major programmes' infrastructure work scope and operational changes will be delivered to meet agreed deliverables and Key Outputs. Lead the development and improvement of relationships with key external stakeholders and suppliers by leading on key supplier account management activities. Support the development and implementation of the major programmes vision and strategy for all health, safety, and environment related matters, and help direct the continuous refinement and improvement of the strategy to deliver improved safety performance. Direct the development of a programme-wide business plan that sets out key resource requirements, including but not limited to critical resources, skills and plant, and determine how these resources will be obtained, liaising with the wider industry to understand the impact of national demand on the major programmes' approach. Lead the establishment of a culture of continuous improvement across the major programme through the implementation of LEAN and the promotion and sharing of best practice and lessons learnt across the programme to improve delivery and safety performance and support the cost and efficiency targets established. Responsible for the development of an optimised access strategy and possession assurance, agreed by key industry stakeholders including the Route and TOCs that aligns with the delivery plans. Sponsor the delivery of the major programme's assurance and audit requirements, and oversee the development of relevant documentation, activities, processes, and systems required to demonstrate compliance. Responsible for programme-wide consents deployment and delivery on behalf of the delivery teams, ensuring compliance to law throughout the programme lifecycle. Manage the development and deployment of a communications strategy across the major programme. We need you to have: Member of a relevant professional body with chartered status (e.g. APM, RICS) Educated to degree level or relevant equivalent experience Relevant experience in the successful management of delivery of major programmes of work in the construction and/or rail industries Able to demonstrate an in-depth understanding of the principles of Health & Safety, quality and environment legislation and best practice implementation within a major programme Proven successful experience in the strategic management of complex system risk Strong commercial focus and financially astute Knowledge of the principles of investment processes and procedures Excellent demonstrable delivery of leadership and behavioural change within a large organisation Successful experience of leading teams in a complex, dynamic and matrixed environment Exceptional interpersonal skills, possessing the ability to interact and maintain credibility with people at all levels across the business and industry stakeholders Able to demonstrate understanding of quality management systems It would be advantageous if you have: Knowledge of/experience in the UK railway industry How To Apply (External) We are an inclusive employer of choice, Disability Confident Leader !
