Senior Associate Economic and Financial Modelling Advisor – Ofcom

The purpose and scope of the role

As an Economic and Financial Modelling Advisor, you will deliver high-quality economic and financial analysis to support Ofcom’s policy and regulatory functions. You will develop, review, and manage economic and financial models across sectors including telecoms, broadcasting, radio spectrum, postal services, and online platforms. You will work with multidisciplinary teams, engage with external stakeholders, and ensure decisions are informed by sound economic reasoning and robust financial evidence.


Your key responsibilities

* Deliver high-quality economic and financial analysis, ensuring accuracy, transparency, and relevance to regulatory objectives.
* Effectively manage projects, meet deadlines, and adapt to shifting priorities.
* Gather and assess robust data and evidence to support analyses.
* Produce clear and well-reasoned documents, including publications.
* Present findings in presentations, meetings and to external stakeholders.
* Collaborate with senior colleagues and multidisciplinary teams to deliver impactful outcomes.


How you will be assessed for the role

This section outlines the skills, knowledge and experience we are seeking in candidates under two categories: Job-based skills and Grade-based skills.


Job-based skills

* Proven experience in developing and applying economic and/or financial models, ideally within a regulatory, consultancy, or public policy environment.
* Strong background in economic analysis, cost modelling, financial forecasting, or similar areas.
* Desirable familiarity with Ofcom-regulated sectors (telecommunications, broadcasting, spectrum management, postal services, digital platforms).
* Track record of translating complex quantitative analysis into actionable policy advice or business recommendations.
* Experience in stakeholder engagement with government, industry, or consumer organisations.
* Proficiency in Excel and other modelling tools (e.g., R, Python, Stata).
* Strong quantitative and analytical skills with attention to detail and methodological rigour.
* Excellent written and verbal communication skills; ability to explain technical concepts to non-specialists.
* Ability to manage, analyse and interpret large, complex datasets.
* Sound understanding of economic theory, financial principles and their practical applications.
* Postgraduate degree in Economics, Finance, Mathematics, Statistics, or related analytical discipline (or equivalent work experience).


Grade-based skills

* Articulating ideas clearly to ensure understanding across audiences.
* Building solutions by solving complex issues with evidence-based methods.
* Harmonising work by collaborating with multidisciplinary teams.
