We are looking for an outstanding leader to join our team as Assistant Director – Commercial and Contract Services within Housing Asset Management. This pivotal role will ensure the Council’s housing investment delivers maximum impact, is commercially competitive, and meets the needs of Birmingham’s communities. You will lead the strategic oversight of the Council’s housing repairs and maintenance contracts, ensuring financial performance, compliance, and service quality are consistently achieved. Working closely with the Director of Asset Management, you will translate the Housing Revenue Account Business Plan into a robust budgetary control framework and ensure all commercial arrangements support the Council’s housing priorities. This role is central to shaping the future of Birmingham’s housing services, embedding transparency, accountability, and resident engagement at every level. Key Responsibilities Lead the commercial and contract services function for housing asset management, ensuring value for money and high performance. Oversee budgetary control, forecasting, and financial analysis of housing expenditure. Develop and embed contract management frameworks that drive transparency and service excellence. Ensure procurement and supply chain arrangements are robust, compliant, and aligned with Council objectives. Lead strategic financial planning and performance reporting across housing services. Provide expert advice on contractual matters and oversee complex negotiations. Champion resident-focused service design and continuous improvement. Collaborate with internal teams, contractors, and external partners to deliver innovative housing solutions. Leadership Expectations Model the Council’s leadership behaviours and core values.
