Job Description

We have an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform EA's regulatory approach.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to support risk mitigation, remove barriers, and ensure value for money.
We are looking for someone with a strong track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.
Key tasks include:
* Understanding financial and economic cases underpinning the programme’s business case and spending review bids.
* Aligning programme deliverables with strategic objectives, owning change control processes.
* Supporting the Programme Manager in ensuring changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value.
* Managing queries from senior stakeholders and delivering regular financial and programme reports across EA, Defra, and external suppliers.
* Supporting investment and funding activities alongside the Programme Manager and Director.
* Ensuring adherence to governance and assurance standards.
* Supporting business management through whole life cost allocations.
The Team
The Digital, Innovation, and Programmes team oversees the Digital Strategy and its implementation across E&B. We set the strategic direction for delivering digital services that transform EA regulation.
You will work in a multidisciplinary team, alongside Defra shared services and third-party suppliers, to shape user-centered online services and digital platforms that are efficient, simple, and fast.
Experience and Skills Required
Beneficial but not essential experience includes:
* Experience in fast-paced, dynamic programmes.
* Proficiency with Microsoft products (Excel, SharePoint, PowerBI).
* Experience managing complex financial data.
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL.
* Purchase order raising experience.
* Experience with business cases, EA and Defra approval routes, and change control processes.
* Experience in digital programmes (helpful but not essential).
* Knowledge of governance around spend control and assurance processes.
* Proven ability to own work areas, engage stakeholders, and drive innovation.
Additional Information
