Our Adult Social Care and Public Health Transforming Social Care (TSC) Programme is seeking to integrate health and care, improve our social care operating model to respond to and manage increased demand, support local care markets to be more sustainable, have a high performing internal and external workforce, and accelerate digital innovation. The Programme is underpinned by our medium-term efficiency proposals for both boroughs. Our vision is to transform services in Adult Social Care and Public Health to focus on prevention and early intervention where possible, facilitate people and their carers to build on their strengths, promote their wellbeing and achieve the outcomes they want, whilst delaying and reducing the need for long term support from the Council. The Project Finance Manager will work alongside a diverse team leading on their respective projects. You will have a proven track record in benefits management, including benefits modelling, profiling, tracking, and reporting, ideally within a programme environment. This is a 12-month fixed-term contract.
About the role
The purpose of the role is to oversee and be responsible for the delivery of medium-term efficiency and savings proposals supporting the TSC programme. The Project Finance Manager will track and manage the performance of each workstream in delivering quantifiable benefits. The role reports to the Assistant Director of Finance and works closely with the Programme Team (Project Officer and Programme Manager), Finance Officers, and each Workstream Accountable Lead.
The Executive Director of Adult Social Care and Public Health (ASCPH) is the SRO of the Programme, and the Finance and Benefits Manager will report to the Programme Board (a monthly Senior Management Team meeting). The ideal candidate will have extensive experience in tracking and delivering savings and benefits programmes in the public sector, a relevant finance qualification, and preferably an understanding of local government, particularly adult social care.
Essential Qualifications, Skills, and Experience:
* Experience: Proven experience advising senior managers on finance, including finance, business case development, and benefit tracking methodologies. Ability to lead the design, planning, and scoping of project benefits.
* Knowledge: Thorough understanding of challenges affecting local government finance and Adult Social Care service delivery.
* Communication: High-level communication skills, including influencing, negotiating, and presenting complex financial information effectively for various audiences.
* Collaboration: Successful experience working with stakeholders at all levels to deliver transformational change.
* Financial Modelling: Expert experience with MS Excel, data extraction, or other tools to design/build financial models for decision-making and reporting at senior management level.
Ideally, candidates will have a strong understanding of local government, adult social care, NHS healthcare, and hold a relevant finance qualification or equivalent experience.
