Role Overview
We are seeking an experienced SAP SuccessFactors Payroll Consultant with strong UK public sector and local government expertise to support the migration and transformation of existing SAP ECC/SAP HCM Payroll environments to SAP SuccessFactors Employee Central Payroll (ECP) and broader SuccessFactors platforms.
The role requires extensive experience working within UK public sector and local authority environments, including understanding of public sector governance, workforce structures, unionised payroll environments, pensions administration, compliance obligations, and complex operational payroll requirements.
The consultant will provide leadership across payroll transformation, migration strategy, payroll architecture, integration delivery, governance, testing, and operational transition.
Requirements
Key Responsibilities
* Lead payroll transformation activities from SAP ECC/SAP HCM Payroll to SAP SuccessFactors Employee Central Payroll (ECP).
* Conduct detailed assessments of existing payroll and HR landscapes including:
o Payroll schemas and PCRs
o Wage types
o Local authority payroll structures
o Multi-assignment employment models
o Shift and allowance processing
o Unionised workforce arrangements
o Pension processing
o Existing integrations and custom developments
* Define target-state payroll and HR architecture aligned with:
o Public sector governance standards
o Security and compliance requirements
o Enterprise integration principles
o Cloud transformation strategies
* Provide architectural guidance for:
o SAP CPI integrations
o Payroll Control Center
o Identity and access management
o Finance integrations
o Payroll reconciliation and statutory reporting
* Support payroll transformation activities involving:
o Data migration
o Parallel payroll execution
o Payroll auditing
o Cutover planning
o Hypercare support
o Operational transition
* Collaborate with payroll, HR, finance, IT, security, architecture, and programme delivery teams.
* Support governance forums, architecture assurance reviews, risk management discussions, and programme-level decision making.
* Ensure all technical documentation, support procedures, governance artefacts, and knowledge transfer deliverables are completed to agreed standards.

Requirements
Technical Skills Extensive experience delivering SAP ECC Payroll and SAP Employee Central Payroll (ECP) transformation and migration programs within complex enterprise environments. Strong expertise in payroll architecture, payroll schemas, PCRs, wage types, retro payroll processing, payroll control center, payroll reconciliation, and statutory payroll compliance. Deep understanding of UK payroll regulations, HMRC reporting, pensions processing, BACS integrations, and payroll auditing requirements. Proven capability in designing scalable SAP payroll solutions involving multi-contract employees, hybrid SAP landscapes, and cloud integrations. Strong technical understanding of SAP SuccessFactors Employee Central integrations, SAP CPI, SAP Cloud Identity Services (CIS), role-based security architecture, middleware integration patterns, and payroll-related data migration strategies. Experience reviewing BADIs, custom payroll enhancements, payroll interfaces, and custom operational processes. Familiarity with structured SAP delivery methodologies, governance frameworks, cutover management, and payroll parallel run execution. Strong stakeholder management, solution governance, risk assessment, and documentation capabilities are essential. Responsibilities Lead the overall payroll solution architecture for migration from SAP ECC Payroll to SAP Employee Central Payroll. Conduct detailed assessments of the existing payroll environment including payroll configuration, schemas, interfaces, custom payroll logic, BADIs, operational dependencies, and reporting structures. Define the target-state payroll architecture aligned with SAP best practices, compliance standards, operational support requirements, and enterprise integration principles. Collaborate with payroll, HR, finance, infrastructure, security, and integration teams to ensure technical and functional alignment across all project phases. Provide architectural guidance for payroll configuration, electronic payslips, payroll control center deployment, integrations, security design, and data migration activities. Support governance forums, architecture assurance reviews, risk management discussions, testing cycles, payroll parallel runs, cutover planning, and hypercare activities. Ensure all solution deliverables, technical documentation, operational procedures, and knowledge transfer materials are completed to agreed quality standards. Support issue resolution, dependency management, and strategic decision-making throughout discovery, implementation, go-live, and transition phases. Certifications SAP Certified Application Associate – SAP SuccessFactors Employee Central Payroll. SAP Activate Project Manager certification preferred. SAP Integration Suite, SAP Security, or SAP Technology certifications desirable.
