Brief Description
To lead the operations input into specified major projects and programmes of work; identifying and developing operational requirements, checking implementation of such requirements meets business / function needs and comply with relevant standards and procedures.
About The Role (External)
Key Accountabilities
* Provide a professional, first class, consistent and effective operations expertise service to sponsors and project / programme teams in accordance with Railway Group, Network Rail company standards and guidelines.
* Lead, develop and manage a team of technical professionals, to support the delivery of the route and business objectives, providing direction, motivation and leadership.
* Signing off that each phase of the major project / programme of works is operationally feasible on behalf of the route throughout the GRIP lifecycle.
* Lead the development of the operational requirements during project development including review and acceptance of key project products e.g., operations and control strategy.
* Lead and oversee all necessary modelling of proposals affecting the route in order to confirm the most appropriate solution is selected to deliver business requirements.
* Lead for the route in managing the ergonomic and efficiency requirements of the major projects / programme of works in regard to all operational matters.
* Lead the production of operations risk assessment to inform the process for commissioning plans and stage works for major projects or programmes associated with regions including any special working arrangements for engineering or other works, to successfully deliver project objectives.
* Lead the review and acceptance of documentation to verify that all necessary operational requirements have been accommodated and that risk assessments have been undertaken and reviewed to check that relevant operational principles are complied with and all necessary operational and maintenance requirements can be met.
* Manage the production of instructions for approval by regions and the preparation of expert subject material in connection with the project / programme for application for derogation or temporary non-compliance to normal operating or maintenance standards by suitable and sufficient risk assessment.
* Participate in project/programme related Committees on behalf of regions, dealing with operating recommendations for projects arising from them.
* Provide detailed input for compilation of the Business Plan, including identification of efficiency improvements deliverable through projects and programmes.
Essential
Job Skills, Experience and Qualifications
* Member of a relevant professional institution or equivalent experience
* Significant successful experience in an operational role
* Able to demonstrate in depth knowledge and previous experience of applying relevant standards and procedures.
* Able to demonstrate in depth knowledge and previous experience of applying operational procedures and practices in a working environment.
* Able to demonstrate detailed knowledge of operational and signalling principles.
* Able to demonstrate knowledge of risk management and QRA techniques.
* Able to demonstrate knowledge of health and safety management and compliance management processes.
* Understanding of business management processes and techniques
* Understanding of other functional disciplines
* Able to demonstrate excellent interpersonal, influencing, communication and organisation skills.
Desirable
* NEBOSH Certificate in Operational Safety and Health
* Knowledge of modelling techniques appropriate to regions
