JOB TITLE: Procurement Manager SALARY: £44,013 - £48,766 Location: Fareham Duration: 3 Months Job Role Reporting to the Head of Technical Finance, you will lead on the day-day delivery of the Organisation's procurement processes including providing procurement and contract management advice and support to all service areas. Providing leadership and support to ensure that the procurement service is efficient and effective, and seeking continuous improvement, you will: Deliver procurement practices, procedures and systems which are legally compliant, comply with the orgnaisation's policies and which represent good practice. Lead on the implementation of the Organisation's Procurement Strategy. Keep abreast of procurement legislation and advice the Head of Technical Finance of any major changes to policy or procedures that are needed. Advise senior management of new and developing procurement strategies, (such as framework agreements) assessing their effectiveness and if appropriate, recommending the application of new routes for adoption by The Company. Maintain a good understanding of the Company's Procurement and Contract Procedure Rules and recommend changes to improve guidance, procedures and practices. Train officers of the organisation on procurement legislation and procedures (including briefing for new starters). Arrange corporate training as necessary for particular procurement skills e.g. contract management, negotiation. Populate and organise delivery of the Procurement pipeline, including regular meetings with Managers to capture their needs. Lead on assigning procurement resources to deliver the projects in the work programme. Lead on supporting simple and complex procurement projects. Advise managers on the most appropriate procurement route to use based on practical experience and specialist knowledge of procurement methods. Provide procurement support and advice to the organisation's partnerships. Provide support and advice to external companies wishing to do business with the Company. Assist with the design and evaluation of tenders. Assist Managers with their contract management responsibilities, including contract resolution, and support managers in acting on any significant contract terms (e.g. profit share requirement). Support managers in seeking appropriate but proportionate legal advice for issues of procurement and contract content. Oversee the delivery by the team of processes needed to comply with the Procurement Act 2023 (e.g. transparency notices). Continually improve the processes used by the procurement service to meet the needs of managers and suppliers and improve performance and efficiency. Be part of the Procurement working Group, providing strategic and operational input and support to the workings of the organisation. Maintain working relationships with other teams and support delivery of corporate responsibilities Arrange for due diligence checks to be carried out on new and current suppliers. Lead on the development and management of the Company's e-procurement portal. Challenge service use of suppliers which should be subject to market testing, or where Value for Money is not being obtained. Oversee the monitoring of the contents of contracts which have an annual budget impact. Oversee the compilation of appropriate performance measures for the Procurement service and act on any areas of poor performance. Act in a professional way and represent the organisation positively in all that you do. Provide responses to internal and external audit enquiries, ensuring all financial information is provided accurately and within required timescales. Manage and direct the work of the Procurement Officer and Procurement Assistant. Requirement A relevant procurement qualification with at least 18 months post qualification experience. The ability to work on complex cases across all Company services. The ability to lead a team in an open and positive way, inspiring, motivating and developing others to work to the best of their abilities. Excellent time management and prioritisation skills. Tact and diplomacy, as well as excellent influencing skills. A strong sense of doing the right thing to protect the Company and its assets. Excellent verbal and written communication and negotiation skills. Confidence in the basic use of MS Excel and MS Word.
