Job Summary The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs over 12,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army. The Land Warfare Centre (LWC) is responsible for the delivery of military trade and collective training (UK and overseas) focused on ensuring our military personnel are appropriately prepared to meet their operational commitments in response to the needs of the Field Army. To achieve this there are eight Operational Groups under the command of the Director Land Warfare (DLW). The training schools achieve their objectives through a combination of MoD trainers (military and civilian) and Industry partners under contract. The Land Warfare Centre (LWC) Business Centre is responsible for ensuring that a holistic approach is taken to LWC’s business through the strategic oversight, governance, effective delivery and performance management of LWC’s portfolio of programmes, projects and business outputs. The Business Centre supports the LWC Headquarters and respective training schools in ensuring that military training is delivered to the best effect. It delivers programmes to help improve training. It also provides recommendations regarding future adjustments to LWC’s business through the strategic oversight, governance, effective delivery, and performance management of key outputs across LWC’s portfolio of programmes, projects and business outputs. This role is based at HQ CMC, Waterloo Lines in Warminster, but you would be expected to travel regularly to Operating Group locations primarily at Bovington (up to twice per week) and occasionally to other CMC locations such as Brecon and Salisbury Plain. This position is for 37 hours per week, requests to work flexibly will be considered, considering the business needs. Several work packages are on offer and can be discussed if successful. Job Description This role supports the Business Centre’s Performance Management function within the Business Centre providing strategic management of some of LWC’s most complex and important contracts through centralised management of performance metrics. You will focus primarily on supporting the various Combat Manoeuvre Centre (CMC) contracts particularly the ARMCEN Support Contract (ASC). It is an exciting opportunity to be part of a team that manage business critical, high-risk contracts that require the most significant oversight and senior staff engagement. Key Responsibilities For a Performance Management Officer: Contract Management, Governance, Wider Stakeholder Engagement, SME Input, sup-port to future Procurements and Financial Management and Scrutiny of contract usage. You will be working alongside military and civilian personnel, playing a pivotal role in all aspects of contract performance to support Individual and Collective training. You will immediately gain a substantial insight into military training and understanding how the contract supports training. Responsible for the oversight of the Contracts Finance/Budget delegations and day to day contract management in relation to specified LWC contracts. Support assessments and analysis of the performance of Industry Partners (IPs) through monthly performance measures to ensure acceptable contractual delivery, managing and monitoring remedial actions. Processing transactions from commitment to reconciliation with robust audit trails and capturing benefits to support future contracts and betterment. Providing Contract Assurance and Governance. Chairs, leads, or attends other groups and meetings as required by the Senior Executive Officer Performance Management. Responsible for the Financial Management of the contracts. Management of Contract Risk including co-ordination and review of risk registers. Conduct performance reviews using feedback from customers, report performance using KPIs. Provide Governance and Assurance of events to ensure contractor compliance (some travel and overnight stays in the UK may be required). Completing monthly Forecasts of Outturn (FOO) and additional financial information reporting as required. Provide scrutiny and approval of Demand Orders to ensure they are contractually compliant. Approval of payments utilising MOD Contracting, Purchasing and Finance (CP&F) system including allocation of contract approvals. Provide and Maintain Forecast of Events (FOE) ensuring timely communication to the Service Provider. Provide input/MI/LFE in relation to current contract performance to assist planning and estimating for future contracts.
