About the Role
We're seeking an experienced Interim Application Services Delivery Manager to provide leadership and direction across the Council's application estate during a period of transformation.
You’ll oversee a team of application specialists and external partners, ensuring delivery of key upgrades, integrations, and service improvements that underpin essential Council operations. This is a hands‑on leadership role — ideal for a results‑driven professional who thrives on managing complex systems, driving efficiency, and ensuring technology enables organisational change.
Key Responsibilities
* Lead and coordinate the management, development, and optimisation of the Council's business application portfolio.
* Provide technical oversight for major system implementations, upgrades, and integrations.
* Manage supplier relationships and procurement activities, ensuring compliance with Council processes and value for money.
* Work closely with project delivery and data teams to ensure interoperability, data integrity, and security compliance.
* Maintain application roadmaps, budgets, and resource plans aligned to the Council's Digital and Technology Strategy.
* Coach, motivate, and manage a team of technical specialists to deliver service excellence.
* Act as the principal technical lead, ensuring robust governance and documentation throughout the application lifecycle.
About You
You're a seasoned interim IT leader with a strong background in application service delivery, technical project management, and public sector operations. You're comfortable operating at both strategic and hands‑on levels, managing multi‑disciplinary teams and navigating complex stakeholder landscapes.
You’ll bring:
* Extensive experience managing enterprise applications across local government or similar complex organisations.
* Proven leadership of technical teams delivering service and system improvements.
* Solid knowledge of ITIL or similar service management frameworks.
* Experience managing budgets, suppliers, and contracts in compliance‑heavy environments.
* Strong understanding of integration technologies, data migration, and SaaS/cloud‑based applications.
* Excellent stakeholder management and communication skills.
Desirable:
* Knowledge of low‑code platforms, automation tools (e.g., PowerApps, RPA), and data integration.
* Experience with CRM, ERP, or major Local Government applications
