Job Title: Estates Engineering Manager
Band: DSFS Grade G1 – G6
Engagement: Initially 6 month FTC
Location: Acute Hospital - East Midlands
Reports to: Head of Estates & Onwards
Hours: 37.5 per week (Full-time)
As Estates Engineering Manager, you will lead the engineering and associated compliance functions across the acute hospital estate. You will ensure that all engineering systems and infrastructure are safe, efficient, and fully compliant with statutory and mandatory requirements, including Health Technical Memoranda (HTMs), Health Building Notes (HBNs), and NHS Premises Assurance Model (PAM).
You will act as the technical lead for engineering compliance and assurance.
Key Responsibilities
Strategic & Technical Leadership
* Develop and implement engineering strategies aligned with the Hospital’s operational and clinical priorities.
* Provide expert technical advice on mechanical, electrical, and building engineering systems.
* Support relevant Safety Groups and other forums with technical advice and reporting on compliance.
Lead on the implementation of HTMs, HBNs, and other NHS and statutory guidance across the estate
Compliance & Assurance
* Ensure full compliance with all statutory and mandatory requirements, including CQC, HSE, and PAM.
* Lead internal and external audits, ensuring timely resolution of non-conformities and continuous improvement.
* Maintain robust documentation and assurance frameworks to evidence compliance.
* Provide regular reporting on compliance to the Head of Estates and governance forums assuring that relevant standards are being adhered to.
Operational Management
* Monitor and provide assurance that planned preventative maintenance (PPM) and reactive maintenance across all engineering systems has been conducted to the required standards.
* Manage engineering budgets, contracts, and procurement processes in line with org governance.
* Ensure resilience and business continuity of critical systems, including medical gases, electrical infrastructure, and water safety.
People & Performance
* Lead and develop a multidisciplinary engineering team, including Authorised Persons (APs) as well as support the management of Competent Persons (CPs).
* Promote a culture of safety, accountability, and continuous improvement.
* Support workforce development, succession planning, and technical training.
Stakeholder Engagement
* Work collaboratively with clinical, operational, and corporate teams to ensure estates services support patient care.
* Represent at Trust-wide committees, external regulatory inspections, and technical advisory groups.
* Provide assurance reports to the Board and Trust on engineering risk and compliance.
Person Specification
Essential
* Degree in Mechanical, Electrical, or Building Services Engineering (or equivalent).
* Significant experience in healthcare estates management at a senior level.
* In-depth knowledge of HTMs, HBNs, and statutory compliance frameworks.
* Proven leadership and team management experience.
* Strong financial and contract management skills.
Desirable
* Chartered Engineer status or membership of a relevant professional body (e.g. IHEEM, CIBSE).
* NEBOSH or IOSH qualification.
* Experience acting as an Authorised Person in one or more disciplines.
