Overview

Workplace & Facilities team sits within our Land & Property Service. Land & Property provide a wide range of services to the council, partners, schools and tenants. The Service provides building maintenance, estate management, asset management and facilities management services across a wide range of buildings throughout the county of Surrey. The Service is responsible for the management of the council's facilities management contract. Reporting directly into our Assistant Director for Workplace & Facilities, you will work closely with our Health & Safety, Estates Management, Capital Projects, and Minor Capital Works teams to lead on strategic decision making. This is a crucial role overseeing the operational delivery of all FM services provided to the council through the Macro contract. It includes oversight of the operation and performance of the Service desk, the frontline first point of contact for all Surrey County Council services to raise reactive maintenance tasks, receiving an average of 1200 calls per month. The role also manages the circa £20M annual Workplace & Facilities spend through the Macro contract including oversight and approval for all payment applications, change control and future budgeting and forecasting. Oversight of all performance management of the Macro contract including through Governance 1, 2 & 3 contract audit meetings, monthly review of all Performance Indicators/KPI's and assessment of any penalties for failed service delivery. MI and data insight provision for leadership and service stakeholders to provide clarity and transparency on spend and performance levels. Oversight of Macro delivery on all compliance and safe & legal functions including PPM's (Planned preventative maintenance) and associated remedial repairs.

Qualifications

* Extensive experience of working in Facilities Management and at least 10 years within a senior role.
* Demonstrable experience of working with FM supply chains to deliver service defined outcomes.
* Experience of managing procurement and delivery of Facilities Management services with ability to improve performance of providers.
* Experience of implementing processes, standards and governance. Understanding of project management and delivery including NEC 4 FM experience.
* Strong analytical and prioritisation skills, with ability to analyse and drive efficiency and performance.
* Strong understanding and practical application of Key Performance Indicators within FM.
* Knowledge of compliance and relevant Health & Safety legislations and policies.
* Knowledge of financial monitoring.
* Required to travel around the authority's area to meet the demands of the role.

2. Provide an example of a time when you supported a diverse, multidisciplinary team to achieve a challenging goal. What strategies did you use to ensure effective collaboration and successful outcomes? (200 words max)
3. Provide an example of working with a contracted supply chain partner to achieve a defined outcome. Explain what the benefit for the client organisation was, what strategies you used to manage the contracted supplier, what issues you faced and how you overcame them. (200 words max)
4. Local government operates with increasingly difficult financial pressures. Describe a time when you were faced with competing priorities within the client organisation and how you managed these both in terms of the client and also the supply chain partner. (200 words max)


Compensation & Working Hours

This role has a starting salary of £81,796 per annum, for working 36 hours per week.

We have an exciting strategic and professional opportunity for a Head of Facilities Management Services to join our fantastic Workplace & Facilities team. You will be joining a team that values professional development and supports a commercial and agile approach to its diverse portfolio. This role is open to hybrid working and as a team we split our time between working from home and collaborating together in the office. Our team currently operates from our Woodhatch office in Reigate, but staff will be expected to operate in a flexible way to meet the needs of our customers and work demands, using agile working methods that allow business to be conducted from multiple locations.
