Job Title: SEND Business Analyst
Location: Liverpool – Hybrid Working
Contract Type: Interim (Outside IR35)
Rate:£500 per day
Duration: 3–6 months (with potential extension)

Overview:
Liverpool City Council is seeking an experienced SEND Business Analyst to support ongoing improvements within the Special Educational Needs and Disabilities (SEND) service. This is a key role driving operational and strategic transformation, ensuring services meet statutory obligations and deliver improved outcomes for children and young people.
Key Responsibilities:
* Analyse current SEND processes, data systems, and workflows across Education, Health, and Social Care.
* Identify areas for improvement and recommend practical, data-driven solutions.
* Support the redesign and implementation of systems, policies, and processes to improve EHCP timelines, data quality, and case management.
* Gather, document, and translate business requirements into actionable deliverables.
* Facilitate workshops and engage with stakeholders including service leads, SEN Officers, IT, and external partners.
* Develop clear dashboards, reports, and tools to support data analysis and decision-making.
* Ensure compliance with the SEND Code of Practice and local authority duties.
Essential Experience:
* Proven experience as a Business Analyst within a SEND, Education, or Children’s Services setting.
* Strong understanding of the SEND Code of Practice and statutory processes around EHCPs.
* Excellent stakeholder engagement and communication skills.
* Skilled in process mapping, requirements gathering, and using analytical tools.
* Experience working within a local authority environment.
Desirable:
* Experience supporting digital transformation or case management system implementation (e.g., Capita, Liquidlogic, Synergy, etc.).
* Knowledge of data governance in a children’s services context.
Additional Information:
* Outside IR35 – you will be operating via your Ltd company.
* Hybrid working arrangement – onsite presence in Liverpool will be required 1–2 days per week.
