Overview
We are recruiting Finance Officers to join our Residential Financial Assessment Team within the Adult Operational Services Department on a permanent basis.
The team carries out financial assessments for people receiving care and support in a residential care setting, determining the level of financial assistance they qualify for towards the costs of their care from Leeds City Council. The officers investigate queries, liaise with internal colleagues and social workers, and ensure accurate financial assessments.
Responsibilities
* Complete financial assessments for residential care users and calculate their contribution toward care costs.
* Prepare Deferred Payment applications for residential care costs.
* Review individual benefit entitlements and advise on missed benefits.
* Address queries from individuals or their financial representatives regarding financial assessments.
* Interpret legislation, financial policies, and regulations to support accurate assessments.
* Maintain accurate records in the information governance framework.
* Analyse and collate financial data to produce reports.
* Collaborate with colleagues across the Council and external agencies.
* Support team improvement initiatives and document procedures.
* Assist with year‑end procedures and performance‑related information.
Qualifications
* GCSE level C or above in English Language and Maths (or equivalent).
* High level of IT literacy with proficiency in Microsoft Excel.
* Excellent interpersonal and communication skills, both verbal and written.
* Strong customer‑service orientation and report‑writing ability.
* Meticulous attention to detail and strong organisational skills.
* Self‑motivation and ability to multitask in a fast‑paced environment.
Essential Requirements
* Experience of training, supervising and managing staff.
* Ability to explain financial tasks to a team of staff.
* Proficiency in using a computerised system to accurately input, update and interrogate client information.
* Well‑developed interpersonal and communication skills using a variety of media.
* Ability to handle stressful and aggressive clients or representatives.
* Ability to work independently, prioritise workloads and meet deadlines.
* Ability to produce high‑quality work and complex financial analysis.
* Ability to communicate confidently with clients, representatives, and external agencies.
* Knowledge of applicable legislation, policies and guidance.
* Ability to advise clients and colleagues on financial issues and deliver training sessions.
* Ability to review and implement service improvements and deputise when required.
Working Arrangements
The role operates a hybrid working model. Employees are expected to work from Merrion House at least one day per week.
