About The Role

HR Development Manager

Location: Walton-on-the-Hill, Tadworth. Hybrid – 3 days office / 2 days home
Salary: £45,000 (paid 4-weekly) + benefits

We are looking for an experienced HR Development Manager to lead the development, implementation and continuous improvement of our people development initiatives.

Working closely with senior leaders in a fast-paced, multi-customer environment, you will identify skills gaps, strengthen succession pipelines and drive initiatives that enhance leadership capability and long-term workforce development. You will also play a key role in ensuring our business remains compliant with emerging employment legislation.

What you’ll be responsible for

1. You will play a lead role in designing and delivering development strategies that translate organisational goals into an effective people development plan.
2. You will lead the implementation of new employment legislation, updating policies, guidance and training materials to ensure full compliance and minimise organisational risk.
3. You will take ownership of key HR development projects including capability frameworks, talent development initiatives and succession programmes.
4. You will shape and deliver training strategies, designing and delivering training solutions to enhance skills, strengthen capability and support operational excellence.
5. You will partner with leaders to identify current and future skills gaps, building targeted development interventions and robust succession plans across all business units.
6. You will oversee and continuously improve succession planning cycles, ensuring continuity of critical roles and supporting leaders to nurture internal talent.
7. You will coach and mentor managers, helping to strengthen people leadership, performance management and employee engagement.
8. You will use organisational data to analyse development needs, recommending organisational development (OD) improvements and measuring impact.
9. You will develop and embed HR policies, procedures and programmes related to training, development, talent management, performance and succession.
10. You will collaborate closely with HR Advisors, ensuring they grow capability and gain wider exposure to HR development practices.
11. You will build strong, trusted relationships with senior leaders, managers and key stakeholders to influence decisions and drive a culture of continuous development.

The impact you’ll have

In this role, you will translate people development strategy into practical, high-impact programmes that improve capability, morale, productivity and retention across the business.

18. Translate development and people strategies into deliverable programmes and ensure adherence to core processes.
19. Maintain up-to-date knowledge of current and upcoming employment legislation and emerging HR trends, ensuring business compliance and training managers accordingly.
20. Work with leaders to improve capability, build morale, and increase productivity and retention through structured development programmes.
21. Lead and manage critical programmes including talent management cycles, succession planning and capability projects.
22. Operate effectively within a multi-customer environment, balancing differing needs while delivering high standards of service.

23. Experience operating at HRBP or HR Development Manager level
24. Strong background in fast-paced, multi-site or multi-customer environments
25. Solid understanding of current and upcoming UK employment legislation
26. Experience designing, managing and delivering people development projects
27. CIPD Level 5 qualified (or working toward)
28. Comfortable working in a hybrid pattern – 3 days in the office, 2 days from home
