Job Description
Main purpose of the job
Under the direction of the Group Manager of Procurement. The purpose of the role is to manage each procurement team and provide procurement support to each Council department so they can effectively purchase contracts for services, suppliers and works in accordance with UK Public Contract Regulations and Council policies.
Key Responsibilities
To supervise, organise, line manage and coach a team of procurement advisors to:
1. Collaborate with Corporate Directors and Heads of Service to deliver procurement and contract management requirements
2. Provide professional and proactive expert procurement advice, together with excellent customer service to internal and external customers
3. Delivering planned and unplanned procurements in accordance with the councils contract procedure rules, procurement strategy, procurement toolkit (including utilising procurement systems), UK Public Contract Regulations and any other Council policies
4. Deliver the annual procurement plan (agreed by cabinet) and organising contract management responsibilities
5. Implement robust commercial and contractual terms in the best interests of the council
6. Deliver agreed savings targets
7. Work in partnership with contract managers to performance manage contracts over a certain threshold by ensuring:
* regular review meetings actioned / recorded
* performance and service levels are reviewed
* identify innovation and implement continuous improvement.
8. Manage requisition approval in Agresso for spends
9. Contribute to the provision of internal and external training to develop capacity within the Council and supply chain, including SMEs and the voluntary and community sector
10. Deputise for the Group Manager for Procurement in their absence.
Regularly audit, monitor and measure the team’s performance to ensure they:
Comply with the councils contract procedure rules, procurement toolkit (including utilising procurement systems), UK Public Procurement Regulations and any wider council policies
Meet customers requirements through 360 feedback sessions
Deliver against savings targets and demonstrate best value for money
Record contracts are performance managed and/or report any non conformance to the Group Manager of Procurement and Audit
Proactively and continuously review:
Spend data to identify savings opportunities and areas of spend to leverage
To support the Group Manager of Procurement in the delivery of cost and efficiency savings across the authority (and wider shared services with other authorities)
New policies or acts the council should adopt.
Person Specification
Qualifications
Member of Chartered Institute of Purchasing and Supply (CIPS) or working towards or appropriate professional institute or relevant experience
Project and Programme Management (Prince 2 methodology desirable)

Category knowledge within the market managed, in all aspects of the market, which also requires engineering knowledge, product knowledge, manufacturing processes, supply chain.
Project Management - the ability to manage large complex capital and revenue projects, involving personnel from many disciplines/departments in client organisations and suppliers.
Advanced IT skills including knowledge of specialist software for contract management, electronic catalogue and e-procurement systems to ensure efficient use of procurement enablement technologies (eg e-auctions, e-tendering, purchasing cards etc).
Accomplished at using the full range of available software packages, ie Microsoft Word, Excel, Powerpoint, Access.
To accomplish mathematical, logical formulas and functions and to generate accurate charts / graphs
Contract Management - the ability to manage multiple contracts to ensure best value for money and high service levels.
People Management - the ability to manage, influence and lead people who may or may not be direct reports.
Time Management - the ability to manage and prioritise project activities and the workload of the Corporate Procurement Team.
Experience
Understanding of public sector and local government procurement, wider regional and national public procurement and commercial world
Senior specialist commercial / industry experience in purchasing and supply in a senior management role
Significant senior purchasing experience
Significant experience & understanding and application of Strategic Sourcing methodologies
Advanced negotiation experience
Experience of contract management
Experience in resolving disputes and influencing people
Experience of team working
Experience of project managing complex procurement activities from initial planning to contract award
Experience of supplier relationship management
