We are seeking an experienced and motivated Project Manager – Energy Retrofit to lead the development and delivery of effective housing retrofit programmes across our council homes.
This is a key role in supporting our ambition to improve energy performance, reduce carbon emissions, and tackle tenant fuel poverty.
You will align retrofit programmes with major works programmes, making best use of both external grant funding and internal investment to maximise outcomes for residents and the wider community.
Key Responsibilities
* Lead the development and delivery of energy retrofit programmes for council‑owned housing, ensuring alignment with wider major works and asset investment programmes
* Support the Healthy and Sustainable Homes team with the development of funding bids and the procurement of retrofit and energy efficiency works
* Project manage end‑to‑end delivery of energy efficiency initiatives, overseeing and contributing to key project documentation
* Ensure effective project governance, decision‑making, reporting, and performance management throughout the project lifecycle
* Lead and advise on stakeholder engagement, including resident consultation and engagement events
* Champion a new asset management approach where energy efficiency and sustainability are central to decisions on major repairs, acquisitions, and disposals
About You
* Proven experience of managing complex construction, housing, or energy retrofit projects
* Strong knowledge of energy efficiency measures and retrofit delivery within a housing or public sector context
* Experience of working with external funding streams and developing grant bids
* Excellent project management, organisational, and stakeholder engagement skills
* The ability to work collaboratively across teams and influence decision‑making at all levels

As this role is public facing, applicants will need to demonstrate, at interview, their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C1.
Hybrid working arrangements are available for this role. Your contractual location will be the designated council office for your team.
