Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.
Overview Of Project/role
Capital adopts a one team approach that shares resources to deliver projects efficiently. As the role will cover project work across all modes within Capital, the job holder should be flexible in terms of movement and location of work to successfully deliver assigned projects.
Construction Manager will be responsible for the economic safe management of project delivery and management of construction teams. To provide expert guidance to the project manager on construction issues. Day to day management of the site construction teams.
Key Accountabilities
Manages the site operations and ensures the accuracy and quality of construction in accordance with specifications and drawings, with both the programme and financial constraints of the project. Also manages the site operations in accordance with HSQE and Pathway requirements.
* Reviews and agrees method statements and ensures temporary works proposals are prepared, submitted and approved.
* Responsible for the day to day management of the site delivery teams.
* Provides expert advice to the Project Manager on construction issues, including meetings with contractors and suppliers.
* Carry out reviews with the persons responsible to confirm that constructibility design reviews, method statements, risk assessments and temporary works proposals are approved in accordance with the appropriate standards and procedures.
* Manages external and internal contractors/suppliers, including issues management, change control, ensuring works are delivered to quality and safety requirements.
* Liaises with Engineering to resolve site engineering issues and with Compliance as appropriate.
* Reports on progress, slippages, opportunities and threats.
* Assists with ITT and contract award
* Responsible for compliance with relevant health and safety legislation and contributing to the TfL Health and Safety culture, resolving arising issues or escalating as appropriate and ensuring safe delivery in line with the corporate safety vision.
* Management of individual project(s) and assists in the management and the delivery of projects not limited to but in the region of £300m.
* This role is accountable for the line management, deployment and professional development of the construction management staff.
* Provides oversight and guidance of construction performance, cost, programme, and quality in line with the projects delegated authority managed through the construction team.
Skills, Knowledge & Experience
Knowledge
The Construction Manager role is generic across the organisation and as such is embedded in a variety of departments requiring often additional skills set and/or experience but this role will focused primarily in the highways area of the business.
This job description sets out the basic requirements of the role but may be supplemented by an appendix that clarifies in more detail the area of work and responsibilities the jobholder could be involved in.
* Up to date qualifications in NRSWA and LANTRA or equivalent. (Essential)
* Detailed understanding of CDM Regulations, Health & Safety regulations and legislation, Project Management and Quality Management techniques and processes. (Essential)
* Excellent understanding of the Highway Construction design, processes, procedures, and business practices. (Desirable)
Skills
* Staff management with demonstration of people development and people leadership skills. (Essential)
* Detailed understanding of CDM in both design and construction. (Essential)
* Health and Safety management in both design and construction. (Essential)
* Detailed knowledge of Construction methodology and processes to enable detailed review of project designs and management of build on site. (Essential)
* Comprehensive understanding of the role and responsibilities of the Project Management function. (Desirable)
* Risk Management – including identification, mitigation and management of risk. (Essential)
* Contract Management - understanding and experience of roles and responsibilities of NEC contracts. (Desirable)
* Commercial Acumen – ability to review Bill of Quantities and Construction Programmes to interrogate submissions to identify efficiencies. (Essential)
* Planning – Detail understanding of construction methodology and work package durations to enable comprehensive programme reviews and Risk management.(Desirable)
* Stakeholder management and understanding of customers' needs identifying the needs and requirement of all parties affected by the works.(Desirable)
Experience
* Experience of managing highway construction or utilities project in both design and build phases. (Essential)
* Knowledge and experience of project management techniques to manage health and safety, risk, quality, programme, commercial and contractual issues. (Essential)
* Proven ability to lead high performing teams, promotion of continuous development and championing of high performing staff.(Desirable)
* Demonstrated ability to communicate at all levels. (Essential)
