Neway International are seeking a Finance Accountancy Officer to join our client Conwy County Borough Council within the Corporate Finance Team

Location: Conway Road, Colwyn Bay, Conwy County Borough, LL29 7AZ

Hours: 37 per week

Start Date: 09 February 2026

About The Client

Conwy County Borough Council's Corporate Finance service provides comprehensive financial support across the authority, with the Education Finance team delivering specialist guidance to schools, headteachers, and governing bodies. The service is committed to accuracy, transparency, and strong financial governance across all education settings.

The Role

The Finance Accountancy Officer will support the Principal Accountant (Schools) in delivering a full range of financial services to Primary, Secondary, and Special schools. This includes budget preparation, financial projections, account closures, and ongoing advisory support to school leaders. The role involves regular school visits and requires strong communication, analytical skills, and the ability to work independently to tight deadlines.

This is a hybrid role, with an estimated three days per week in the office and potential for two days home working.

Key Responsibilities

Support the Principal Accountant (Schools) in delivering the school finance service in line with the Service Level Agreement.

Assist with the preparation of annual budgets for all school types across the authority.

Contribute to year‑end processes, including account closure and production of final accounts.

Prepare financial projections to support effective resource planning within schools.

Visit schools regularly to provide advice, interpret financial reports, and resolve administrative issues.

Investigate and respond to detailed financial queries from schools, suppliers, contractors, and internal departments.

Maintain the Financial Reporting System for Primary schools, including monthly reconciliations with the authority ledger.

Ensure compliance with VAT regulations, Contract Standing Orders, Construction Industry Tax Regulations, and Financial Regulations.

Provide support on creditor payments, including order logging and adherence to financial codes of practice.

Work collaboratively within the team and undertake additional duties as required.

Candidate Requirements

AAT qualification (or equivalent/part‑qualified).

Strong accountancy and numeracy skills.

Excellent interpersonal, written, and verbal communication skills.

Ability to communicate confidently in English.

Knowledge of local government accounting and financial procedures (desirable).

Ability to plan and deliver work independently, meeting deadlines under pressure.

Proficient in computerised financial systems, spreadsheets, and databases.

Ability to present financial information clearly to headteachers and governing bodies.

Ability to interpret regulations and provide accurate financial guidance.

Strong relationship‑building skills across schools and internal departments.

Confident in making decisions and recommendations relating to budgets and service delivery.
